I've been talking with a number of ISOC people regarding an issue that
they brought up regarding our Bylaws.
It's not acceptable for ISOC to close the membership of a SIG by any
specific criteria.
So the compromise that I proposed and was accepted is that we let anyone
join the SIG but only community network members can be part of the
Council, which is where we will actually discuss strategy and take
decisions.
ISOC people was fine with this, so I have drafted that change in the pad:

Panos: regarding your proposal for another standing comitee, It was
clearer for me in your e-mail than in what you wrote in the pad... maybe
we can rephrase it to make it easier to understand exactly what the area
of work this comitee will have.

If we can close the Bylaws in the following 2 days, we can have the SIG
approved and maybe do some announcement in the IGF.
