Unfortunately, this overlaps partially with the Nonprofit Software Development Summit (Nov 14-16), an awesome unconference that takes place annually in Oakland. I've pinged the group to see if anyone's interested or will already be in Europe around that time - we could fund this ourselves.

Would the CNSIG meetup be before or after the IGF?

We will already have quorum (>=8) in Paris, so I think it will be a
great opportunity to have a Council Meeting and maybe discuss some
issues that are difficult to address through our list and Mumble.

I will start a thread to discuss an agenda for that potential meeting.
