Interesting article but I think the author could have been more precise/explicit in stressing which networks are community networks (i.e. led by the community in a bottom-up fashion) and which ones are local ISPs sponsored/organized by local governments in a “traditional” top-down fashion.

Are there any communities that didn’t then bring in an ISP to prevent them from using it in order to bill them for connectivity? To put it another way – which ones have made it community infrastructure?
