Dear Friends,

Recent advances in technology have given planners, policymakers and energy providers many new options to reach the 1.2 billion people who still lack electricity – and improve service for the millions more that receive poor and inadequate supplies.

But too often, electrification plans focus on increasing electricity supply without thought to how consumers actually use and pay for electricity that can boost business, light up learning and increase access to healthcare, water and other essential services.

In a new WRI working paper, Strategies for Expanding Universal Access to Electricity Services for Development, lead author Lily Odarno proposes three strategies to bring clean, reliable and affordable electricity to unserved and underserved communities:

  1. Develop electrification plans based on bottom-up data on demand for electricity services so appropriate technologies reach consumers faster and in a cost efficient manner 
  2. Communicate the link between electricity access and development priorities like education, agriculture and health, that sustain demand for electricity and attract finance 
  3. Ensure electricity services are reliable, affordable and of good quality so customers are able to pay for and use electricity to support their needs

This new paper follows a recent WRI issue brief on the potential of pay-as-you-go solar to reach 71 million consumers without electricity in Kenya and Tanzania.
