Well actually there is some spectrum set aside for public use
Together with rules for 5G auction, 2 weeks ago, ANATEL (the BR telecoms regulator) has also decided to open the 6 GHz band for unlicensed access �� See http://dynamicspectrumalliance.org/blog/
Then, of course it all depends on the meaning of "public" in public use

It’s also worth pointing out that 5G is the anti-digital economic – firmly planted in the days of analog telephony and treating innovation outside the network as a threat.

First EU-Brazil Conference on Digital Economy and Innovation  

New Perspectives on Emerging Technologies, Trade and Regulation

At the time of the Portuguese Presidency of the Council of the EU, this webinar aims at identifying areas for cooperation between the EU and Brazil, regarding digital economy and emerging technologies.
