I realise it is too late now but I just want to re-register my concern about using statistics that imply access without any context such as affordability or accessibility.  Actual mobile subscribers in 2016 are estimated at 4.6B against a global population of 7.4B.  This is without even touching on the issue of users with two, three, and four SIM cards, which we all know is widespread in poor countries.... because of affordability.   I think the "2G coverage" framing serves the operators but does not serve the people.

"Over four billion people may remain unconnected to the Internet, including around a billion who do not have access to basic telephony services.  Even for those with access affordability remains a challenge."

In this perspective, I think if could be wiser to speak about “first square mile” (see Preamble)

 

Lastly, as you may recall, the IGF Secretariat asked to submit 5 statements that describe our outcome and can be used to request feedback on the DC3 outcome to the IGF participants. I suggest we simply use the preamble and the 4 paragraphs of the Declaration as statements. Let me know if you have different suggestions on the matter.
