After an initial scan, the paper looks excellent, full of very useful and progressive ideas and references regarding public access. Thanks and congrats!

The document has many "Find out more" sentences that I expected would be links but are not, or do not work for me.

I missed a description and references about the provision of access to end-users itself in the libraries and around and policy issues around it (i.e. wired and wireless access). For instance about recommended practices and limits to offer access from user devices (mobiles, laptops), and library owned devices (and lending), hosting and content curation of local content in libraries, wireless access inside and outside libraries (and extended for remote access in collaboration with local communities e.g. via mesh networks to homes), recommendations about federated identity for access roaming across libraries and related institutions (like Eduroam, perhaps there is Libroam, at least in Slovenia).

Although most of these aspects affect internal policies and decisions in libraries, when trying to implement them, they also intersect with communities, people, content, municipalities, governments, and commercial telecom providers, resulting in important public policy implications too. Community networks should be on the same side too regarding public Internet access.
