Hi Marcelo, thank you very much for flagging this and sharing the text, very interesting data inside it.
In the past CWG-Internet in February, both Canada and the UK proposed also community networks as a topic for discussion. You can find all the contributions here: https://www.itu.int/md/S19-RCLINTPOL12-C/en. The countries who opposed community networks at the plenipot also blocked this from happening at the CWG other delegations
With a strong country from the Global South like Brazil submitting it, this time the result may be different. Let's follow up the result.
