Apart from general interest, I am now writing a budget for relatively
big project that would require somewhere between 50 and 100 Libre
Routers, as elements of wide area backbone mesh (most probably coupled
with UHF data). It is planned to start on the ground some time late
2017. What is the real possibility to have LR available for ordering at
that time, and possibly to have few pieces for testing in advance?

did you mean TV-Whitespace with UHF data?
Speaking for the TV-Whitespace part, we are planning to have working pre-production
prototypes for thorough testing by the end of November 2017. So it is unlikely that you
can buy them before 2018.

Your module is the best option I know, so I will just have to wait until
it is available. Would be happy to have 3 pieces for learning and
testing purposes, earlier if possible. Luckily, I can probably start
from local communities and then add UHF links for trunk connections. The
whole project is planned for no less than 6 months and will be very
similar to http://www.nepalwireless.net/
For UHF/VHF I can theoretically imagine possibility of using SDR dongles
via USB port of the router, but implementation of such concept is beyond
my skills -- I am just a simple installation guy. So I will just wait
for your module, I guess.
