Some of us were able to work on the Bylaws in person yesterday. It took
4hs to go through it but we tried to address all open issues.
Regarding re-election for a couple of periods, it usually has to do with
the continuity of work. The one year term is a short one and the limited
re-election gives a chance to have some continuity while not
perpetuating anyone in their station, which would be detrimental for the
power balance in the group. As with Quorum and other matters, there's a
line between what would be ideal and what's more practical; I think we
balanced these matters alright in the Bylaws now and the group that was
present agreed.
In a couple of hours we will polish a couple of paragraphs that still
have rough edges and it will be ready to submit, in the view of those
who were part of the revision group yesterday.
Again, I think we are balancing between the ideal, which would have been
to get all 25 people in one room to discuss for as long as it takes
until we all completely agree on every detail, and the fact that the IGF
ends in two days and starting this SIG during the IGF will give it much
more visibility and thus put it in a better position to work with others
during 2018 if we can have it approved now than if we do it in one month
time.
I ask of everyone that if you have hard objections that mean a blocker
for your approval of the current text:

...you raise them now and let's try to address them swiftly. If no hard
objections are rised, then let's go forward with submitting these Bylaws
to try to get the SIG approved and announced before the IGF closes.
Again, we don't have a decision making structure in place yet so we are
doing this as best we can considering the objective and the time available.
Please everyone take some time to read the text and express your
approval or disapproval (with detail if necessary) on the Bylaws.
