Just an update and a suggestion regarding DC3 presence/involvement in
the IGF 2016/Mexico.
Time is very short, and checking with people more closely involved with
the process indicates it is a bit late for us to try and propose a Best
Practice Forum (BPF).
However, we could indeed propose a workshop, and again time is short.
But while a BPF imposes several requisites (including the leadership or
coordination of a MAG member etc), a workshop is simpler: needs to be
multistakeholder, needs to be related to one of the main themes of the
IGF (easy), and the proposal needs to include a provisional list of
speakers and sponsoring/supporting organizations.
I do not see these as difficulties. I am attaching the proposal Nupef
did for the IGF 2015 for a roundtable (one of the workshop formats
accepted by the IGF) on spectrum at the edge. Maybe adapting it to the
more general scope of the DC3 would be a way to expedite a proposal.
If agreed, I guess we need volunteers to do the job of writing up the
proposal. Deadline (MAG does not plan to extend it): June 6th, 2016.

If the community decides to do it, I think APC (Mike?), Nupef and CGI.br
could be listed as co-organizers or supporters, as you wish. I guess it
would be ideal if the leading organizer (for the purpose of the
application at least) were Rhizomatica, since it is Mexico-based and
very successful on the theme. Does not imply funding of course, but at
least to comply with the formality of quoting organizations' involvement
to strengthen the proposal.
Last but not least, I guess maybe you are already advancing on that. My
suggestions stand anyway.

Hi everyone,
I've created a Wiki as was talked during the Roundtable in Bogotá.
The idea for this space is to have a place to organize activities,
projects, ideas, etc. I added a stub "home page"

This does not replace the need for a website (more "formal").
The logo I'm using was just the result of some late night fiddling with
Inkscape; it's meant to be replaced when we have one.
We had also talked about creating a Spanish-Portuguese list appart from
this one so people who don't feel comfortable writing in english can
participate better.
Luca proposed that we can use this same list and anyone can write in
their native language if they need to; and we'll translate if necessary.
Please let's decide if we prefer to keep only one list with multiple
languages or if I should go on an create the list as we talked in the
roundtable (not everyone here was present then; thus the question).

I think we could propose a workshop to foster debate on community connectivity, hopefully involving local partners. Is anyone interested in the elaboration of a joint proposal?
Besides workshop proposals, please note that it is also possible to propose the creation of a Best Practice Forum (BPF) on community connectivity. The purpose of BPF is to consolidate good practices on specific issues.

Calros Afonso, from Nupef, suggested the possibility to establish a BPF on community connectivity. Such option could be good to have further visibility at the IGF (we would have a BPF session to discuss CN best practices) but may also entail some duplications, such as the creation of another mailing-list (unless the IGF Secretariat allows us the DC3 mailing list) and the existence of two IGF components (a dynamic coalition and a BPF) dealing with the same issue.
What do you think about the idea of a BPF?
Is there anyone interested in proposing a BPF on community connectivity?

First Report of the IGF Dynamic Coalition on Community Connectivity
DRAFT Call for Papers
Background:
The need for a Dynamic Coalition on Community Connectivity (DC3) emerged during the IGF workshop 223 "Community Networks: a Revolutionary Paradigm", held in João Pessoa, during the 10th IGF. Workshop participants agreed on the potential of community networks in order to promote sustainable Internet connectivity and foster the full enjoyment of fundamental rights such as freedom of expression and self-determination. Participants stressed the need to move forward the discussion on community networks and further analyse how such networks may be used to foster sustainable Internet connectivity while empowering Internet users. During the workshop, consensus emerged with regard to the need for international cooperation aimed at fostering synergy and coordination amongst different community networks. Such cooperation may be particularly useful in order to identify:
· best practices for the development and maintenance of community networks;
· sustainable organisational and financial models for community networks;
· efficient software and hardware technology.
To address the aforementioned issues while fostering cooperation, many participants expressed interest with regard to the establishment of a new IGF Dynamic Coalition on Community Connectivity.
Call:
The Dynamic Coalition on Community Connectivity, established under the auspices of the United Nations Internet Governance Forum, invites all interested individuals to submit position papers analysing the issues of connectivity and community networking.
Suggested topics include analyses of, inter alia:
· Case studies of existing CN
· Public policies fostering community networks (CN)
· Examples of efforts aimed at creating synergies/communication amongst different CN
· Taxonomies of CN (e.g. rural CN, urban CN, etc.) and best practices that can make such categories of CN efficient and resilient both from a technical and organizational perspective;
· Best practices and worst practices as regards national and international policies that facilitate or hinder the deployment of community networks.
· Strategies to promote the deployment of CN in remote areas.
Submission Guidelines:
Research papers, including analytical and theoretical papers, position papers, or case studies will be considered for inclusion in the report, even if they have been previously published. The length of the submissions should be between 2500 and 5000 words. To facilitate the reviewing process, papers should not include author names or other information that would help identify the authors.
All paper shall be in English or Spanish language. Citations should be in APA 6 style<http://www.lib.latrobe.edu.au/referencing-tool/apa-6> and authors shall use footnotes rather than endnotes.
Submissions are due on 20th July 2016. They should include the following elements:
· Title
· Short abstract (250 words)
· Original contribution
· Author’s name, affiliation and short bibliographical note (in the body of the email).
Submissions should be sent to ----
Authors will be notified within approximately 10 days from the deadline as to the status of their contributions.
All submitted papers will be subject to peer review. Every author submitting a paper will be asked to peer review another submission, which will be judged according to the novelty of the contribution, the theoretical soundness and the quality of presentation.
Authors will be given the opportunity to improve their contributions based on peer comments. Selected papers will be published in the Dynamic Coalition report, which will be published under Creative Commons licenses.
Some of the authors will also be invited (at their own expenses) to present their work at the annual DC meeting to be held at the United Nations Internet Governance Forum, on 6-9 December, in Guadalajara Mexico.
