Background:
The Dynamic Coalition on Community Connectivity (DC3) is a multistakeholder group, part of the United Nations Internet Governance Forum (IGF)<http://www.intgovforum.org/cms/dynamiccoalitions>, dedicated to promoting the discussion on community networks (CN). DC3 furthers analysis of how CNs may help create sustainable Internet connectivity while empowering Internet users. Further information regarding DC3 can be found on the IGF website<http://www.intgovforum.org/multilingual/content/dynamic-coalition-on-commun…> as well as on comconnectivity.org
Previous DC3 reports, dedicated to Community networks: the Internet by the people<http://bibliotecadigital.fgv.br/dspace/handle/10438/19401>, for the people (2017) and to Community Connectivity: Building the Internet from Scratch<http://bibliotecadigital.fgv.br/dspace/handle/10438/17528> (2016), and to are freely available under Creative Commons License.
Call:
The Dynamic Coalition on Community Connectivity, established under the auspices of the United Nations Internet Governance Forum, invites all interested individuals to submit papers describing how CN can be deployed and presenting technologies, toolkits and instruction for the concrete constructions of CNs.
This call aims at developing a brief CN manual, providing concrete guidance on:
· What low cost hardware could be used to deploy a CN
· What software and applications could be used to run a CN
· How to install and configure hardware and software
Submission Guidelines:
Only papers providing instructions, guidance or describing concrete technological solutions will be considered for inclusion in the 2018 report, even if they have been previously published.
The length of the submissions should be between 2000 and 8000 words. To facilitate the reviewing process, papers should not include author names or other information that would help identify the authors. All submission shall be in English.
Authors shall use footnotes rather than endnotes and submission should be in Microsoft Word or OpenDocument Text format.
Submissions are due on 30 July 2017. They should include the following elements:
· Title
· Short abstract (250 words)
· First draft of the submitted paper
· Author’s name, affiliation and short bibliographical note (in the body of the email)
Submissions should be sent to luca.belli(a)fgv.br<mailto:luca.belli@fgv.br>
Authors will be notified within approximately 7 days from the deadline as to the status of their contributions.
All submitted papers will be subject to peer review.
Authors will be given the opportunity to improve their contributions based on peer comments.
Selected papers will be published into the 2018 Report of the IGF Dynamic Coalition on Community Connectivity, which will be published in open access, under Creative Commons licenses.
Authors will also be invited (at their own expenses) to present their work at the annual DC3 meeting to be held at the United Nations Internet Governance Forum, from 12 to 14 November, at the UNESCO headquarter in Paris, France.

One question: does anyone on-list know who is the contact person for Commotion?
I think it would be really excellent to include the Commotion Construction Kit in the CN Manual but, to my surprise, the CCK is not in Creative Commons License (at least this is not indicated on the material that can be downloaded). I would really appreciate any help to understand how to bring Commotion people/material in.

I wanted to share the news of the launch of the book Gobernanza y Regulaciones de Internet en América Latina.
The first two sections of the book are dedicated to infrastructure and connectivity challenges in Latin America and several DC3 members have authored some of the 29 chapters that compose the book (see chapters 2, 9, 10, 11, 12, 16 and 24)
The book is available in Open Access here http://bit.ly/IGRlatam This is the first collective work trying to explore Internet Governance and Regulations in LatAm, in Spanish, gathering opinions from academics, regulators, prosecutors, business leaders and civil society advocates. It also includes prefaces by Vint Cerf and Raúl Echeberria, and an excellent postface by Edison Lanza,
The Spanish edition will be launched at LACIGF, next week in Buenos Aires. The Portuguese version is in the pipeline and we are studying the feasibility of an English version. Will share updates about this ASAP.

Hi Glenn and all,
I like the idea but I would propose enlarging the spectrum of video recording participants, if you agree.
There are some truly great experiences/ideas that deserve to be recounted in this coalition and I think that with very little organization (and with you help, of course) we could organize a video recording session to have a DC3 video (or a series of DC# short videos) exploring ideas and experiences on CNs by DC3 members. What do you think?
The UNESCO headquarter (and Paris in general) provide a quite nice setting and many of us will be there in November. We have time to organize some pretty cool video recording ☺
I would be very happy to participate to the recording but I would be even happier if also other DC3 members wanted to share their experiences. I think the video o videos offer a very good opportunity that is yet quite unexploited.

You are perfectly right regarding the need not to limit CN/network self-determination to marginalised areas. The commons model can fit very well into other realities indeed. However, it is also more common that those who have the initiative to build CNs, and the need to do so, are generally located in areas where connectivity is scarse or very expensive (or discriminatory/non-neutral). Hence my point was simply to highlight the bottom up nature of CNs and the fact that the unconnected can build their own connectivity even when they live in marfinalised areas. I did not me a to limit the potential dimensions or confine CNs only to marginalised communities. (Unfortunately the 13minute format of TEDtalks does not allow to explore every point in detail 😊)
As regards your comment on the fact that connectivity has a cost, you are right again but let me clarify that I was not staying the "CNs are open and free by design" to imply absence of costs but rather to stress absence of restrictions imposed by third parties.
Unfortunately the Engligh language is misleading: although the adjective is the same, I used "free" as in "free speech " rather than "free beer". So, what I meant was liberty rather than gratuity.

Few comments:
1) we should pay more attention not to marginalise ourselves in our
speeches: CNs (or self-determined networks in your case) are not
limited by nature to underserved areas. It is us (in our speeches)
that may limit them (by mistake) and this is very convenient for some
private interests.
2) in commons: the key point is how the resources are governed under
this model, not if you can join them for free or not (another think
that we have to always keep in mind in our talks is that everything
has a cost, so whatever is realised is paid in one way or another).
