Draft Guidelines to EU Policy-Makers on Community Networks

Dear all, At netCommons.eu, we're expanding on the open letter from last year [1] to move towards guidelines to European policy-makers on steps that can be taken to support the development of Community Networks and adapt the regulatory framework accordingly. The draft document takes stock of the new rules agreed upon at the EU level as a result of our work with European CNs and digital rights groups, using these provisions as a platform to start a dialogue between CNs across Europe and regulators. We will be releasing that policy brief next month. Hi All – I wanted to forward this info from ILSR about something going on in Massaschusetts (US) that may have impact or come your way in other countries. Please watch the term “underserved” and how your regulator/policy-makers/PUC might define/regulate around this term or service areas. Limiting the scope of what this means and suggesting that CNs only may serve the underserved is not a good thing. Underserved often is code for – folks not being provided service AND not being provided cheaper/more affordable service in urban, remote, and rural areas. So, not just rural and remote. And, not just a definition for the poorest people who do not have connectivity. Just some food for thought. Watch how underserved and unserved is defined…and watch how Community Network might be defined as there was a move to limit the definition of CNs in ARIN’s service area to non-profits or “volunteer” networks which would have excluded hybrid non-profit/profit nets and other muni CNs.
