Many, most, have taken shape from electric co-ops. Cannot municipalities be convenient
instruments of their communities to provide services? Not that it’s superior, I’m just
looking for defined boundaries. Zero gov’t? All volunteer? Revenue streams? Rights of way
issues? Apologies, I feel like I must sound like a newbie. Allow me to lurk quietly.
