[DC3] ITU Public Consultation about CNs

Dear fellows I am writing here to ask for all of u to pay attention about the public calls that the agencies are doing in the member states to make suggestions to the public consultation of ITU about CNs I will share the doc with some suggestions, that the folks of ISOC-BR and Luca helped to make it better :-) in the last draft of Anatel.
