[DC3] Request for Comments on the Declaration

Hi all, As we discussed during our call, last week, it is time to have a final round of comments to wrap up the discussion on the Declaration on Community Connectivity. This does not mean that the Declaration will be cast in stone for the next 20 years but it seems that we all agree on the benefits of having a shared document setting a shared definitions and principles. Particularly, feel free to share your perspective on whether to keep the paragraph on CN policy (i.e. point 4) in the Declaration or separate it in order to include it in a different document.
