Subject: Re: [DC3] RES: RightsCon and CN Policy Model
Together, 'Connecting the Unconnected' and 'Innovations in Spectrum
management', are helpful in making a strong case for the wide adoption of community
networks. It is also important to dispel the myth about the rather proprietory 5G bundle
and emphasize that 5G is NOT the way forward. The most informed view is that 5G is erosion
of the Internet "from below" producing increased control by the telcos.

Hi Luca, apologies for not having engaged earlier in these discussions. It has been in my
"pending" since you first sent an email about it, but reality took over.
I'll be at RightsCon, so very happy to meet and discuss about this in person. Also,
there will two other sessions at RightsCon which will be pretty relevant for the
development of this document:
Wednesday 12th June - 10:30am-11:45am - "Making Regulatory Waves: A Discussion on
the Need for Collaborative Spectrum Management Policy Development." - Oya 2
Friday 14th June 2:15pm-3:30pm "Widening the spectrum: how can radio spectrum
regulation advance Community Networks Public Knowledge Internet Shutdowns, Net
Discrimination, and Connectivity" Carthage 2 room
By the way, two recent reports that could be useful for this are:
"Connecting the Unconnected - Tackling the Challenge of Cost-Effective Broadband in
Rural Areas" from the Fraunhoffer Institute where Mike Jensen and myself contributed
(attached)
"Innovations in Spectrum Management - Enabling community networks and small operators
to connect the unconnected" a report from ISOC, APC and Mozilla available here:

Hi all,
I just wanted to check who will be at RightsCon, next month. We are redefining the
programme of our session on Community Networks: Cooperation, Regulation and Action and it
would be good to know if anyone will be in Tunis and would like to share any experience
regarding CN laws and regulations.
Meanwhile, thank you very much to all those who took the time to provide comments and
feedback to the Model Policy for Community Networks linked below. Hopefully, we could use
the RightsCon session to discuss also the Model and the improvements that could be done.
All the best
Luca

Assunto: [DC3] Model Policy for CNs - Proposed DC3 Outcome for 2019
Dear all
Please find the first draft of the Model Policy for Community Networks that I proposed to
elaborate as DC3 main outcome for 2019
https://pad.codigosur.org/DraftPolicyModelCN
The draft is based on several works DC3 and its members have developed over the past
couple of years. The goal is indeed to consolidate as much as possible the document on
which there is already a reasonable degree of consensus and shared thinking.
Please feel free to modify the text, add references, comments [better to add comments into
square brackets] and propose tweaks that you find useful.
I would like to discuss this text also at the DC3 RightsCon session (that is the merger of
the original DC3 proposal and a proposal put forward by DEF India) to be able to have a
new version in a couple of months that we can than discuss and comment ahead of our IGF
session.
Ideally, it would be good to have a finalized consensus document before the IGF but we
could also use the IGF as a further moment for discussion, if needed.
Looking forward to hearing your reactions
All the best
Luca
