Thanks Carlos, in deed one thing in this movement of the agencies that
we need to pay attention, IMHO, is :
No problem that small for-profit internet providers be community
networks, but, they need to understand the principles that make them
community networks like the orientations writen in the declaration of
community connectivity.
What i am worry about is that movement of the agencies could be a kind
of kidnaping of the concepts or a distortion of what is a CN without the
proper debate and colaborative construction with groups that are
discussing this theme a long time in international and national spaces.
But maybe it is only my scalded cat syndrome :-) and my frenetic spider
senses :-).

Hi Marcelo, thank you very much for flagging this and
sharing the text,
very interesting data inside it.
In the past CWG-Internet in February, both Canada and the UK proposed
also community networks as a topic for discussion. You can find all the
contributions here:
https://www.itu.int/md/S19-RCLINTPOL12-C/en. The
countries who opposed community networks at the plenipot also blocked
this from happening at the CWG other delegations
With a strong country from the Global South like Brazil submitting it,
this time the result may be different. Let's follow up the result.
best,
carlos

states to make suggestions to the public consultation of ITU about CNs
I will share the doc with some suggestions, that the folks of ISOC-BR
and Luca helped to make it better :-) in the last draft of Anatel.
PS.: Remebering that this doc is it in the context of the brazilian
