Hi Carlos, Leandro and all
My apologies for forgetting to include Carlos' comment. Obviously, the comment is not
only pertinent but also well-founded.
The Preamble has already been modified accordingly.

I also agree, we should start with a clear, precise statement of the challenge/situation,
if possible with references to recognized sources.

Dear Luca, thank you very much for all you work on the declaration and the report.
The declaration does not incorporate the concern I raised about the first sentence of the
preamble ( "Over three billion people do not have access to communication
infrastructure") being a potential source of discrediting the whole declaration as it
is not accurate.
While there is common agreement that there are only 3 billion people connected to (using)
the Internet, that does not mean that they do not have access to communications. For
instance, the ITU shows that coverage for both GSM and 3G networks is way beyond that
number [1]. Other reasons may explain this gap, affordability, lack of relevant content,
confidence/skills, etc, but not lack of access. Thus, I propose, after the input from
John Dada in the same email thread, to rephrase that sentence to:
"Over four billion people may remain unconnected to the Internet, including around a
billion who do not have access to basic telephony services".

carlos

Hi all,
Here is the v.3.0 of the Declaration

I think we have a very good text that we can submit to the IGF Secretariat as a DC3
outcome, together with the DC3 Report (or at least the Outline of the Report, in light of
the fact that the Report is 172-page long)
You can find the Outline of the Report here
https://public.etherpad-mozilla.org/p/DC3_Report_Outline
FYI, free hard-copies of the report will be distributed at the DC3 session (the printing
and editing is sponsored by CTS/FGV). The Report will also be available online under
Creative Commons License.
Regarding the Declaration, although I was initially favourable to the use of square km
rather than miles, some of you (particularly Bob) made some very good points on the
usefulness of adopting/enhancing existing terminology. In this perspective, I think if
could be wiser to speak about "first square mile" (see Preamble)
Lastly, as you may recall, the IGF Secretariat asked to submit 5 statements that describe
our outcome and can be used to request feedback on the DC3 outcome to the IGF
participants. I suggest we simply use the preamble and the 4 paragraphs of the Declaration
as statements. Let me know if you have different suggestions on the matter.
Many thanks for your excellent feedback and for the great debate so far.
All the best
Luca
