I think it's better and I can live with it but I think it paints a rosier
picture of affordable access to voice than currently exists. We can
discuss in Guadalajara. Looking forward to seeing you there!

Hi steve.
In the last version: Declaration on Community Connectivity v.3.1
(UPDATED on 4 November)

... the wording is changed.
Would you still consider it important to add a mention to affordability?
How would you phrase it in the current version?
As to being too late, I understand we can still work on this text even
during the IGF until we finalize a first version that will become an
outcome of the event from the DC3.

I realise it is too late now but I just want to
re-register my concern
about using statistics that imply access without any context such as
affordability or accessibility. Actual mobile subscribers in 2016 are
estimated at 4.6B against a global population of 7.4B. This is without
even touching on the issue of users with two, three, and four SIM cards,
which we all know is widespread in poor countries.... because of
affordability. I think the "2G coverage" framing serves the operators
but does not serve the people.

GSMA say 4.7B but given these are industry statistics, I choose the
slightly more conservative one.
