there are players such as FaceWhatsUp and MicroSoogle that save costs on
the infrastructure and monopolize it while handling us the costs. How can
we reapropriate the resources they have hoarded?

Oops -- may have accidentally sent the partially written response. As I mentioned, am
traveling so will try to follow up when I return home.
The path to taking pack resources is in https://rmf.vc/IEEEBBToInfrastructure about
shifting from a model in which a "provider" owns the facilities to one in which
the local community does and makes it available as we do sidewalks.
As to peer devices, that's a longer discussion of peer protocols. The simple example
is that if I want to turn on a light I send a message locally to the bulb rather than
going through a "cloud". This is synergistic with the facilities approach. The
use of local addresses such s as 192.168... makes this easier but only within the same
physical network. We need protocols less tied to the local network.
