This is a recurring theme – it is based on the idea that the Internet is just another magazine sponsored by advertising. It is a failed idea and doesn’t provide infrastructure but rather spotty coverage for browsing. And then you get secondary problems with an effort to police content and VPNs the value of the meta data goes down. You can ask if the city puts advertising on police cars and sidewalks.
