Dear all,
There was quite a bit of disagreement on the language used in the declaration, partially because the sentence was added there only today, without the acceptance wider community. I think it was poor judgement to add it today without any
discussion with all the members of our Dynamic Coalition. However, now that it's out there, and we ended up spending almost two hours of our precious time on these sudden additions, we might as well include this, admittedly fair point. Here are my proposals
of the different variations on just one sentence that could be used instead.
One of the sentences that was discussed, is as follows:
"We acknowledge that communication technology is not neutral and can exacerbate unequal power relations in the community."
...and here are my suggestions. I wrote the crucial changes in bold:
1) We acknowledge that communication technologies are not
always neutral and can exacerbate unequal power relations in the community.
2) We acknowledge that the usage of communication technology is not neutral and can exacerbate unequal power relations in the community.
3) We acknowledge that community networks are not neutral and can exacerbate unequal power relations in the community.
As you can see, my suggestions are not making that much change to the spirit of the meaning, but just wording it differently will actually make our statement more accurate and popular, as well as less controversial. The declaration should really alienate as
few people as possible and we really need to keep that in mind, while still making a definitive statement that is actually saying something.
I.e. the hammer itself IS neutral (although people with no hands won't be able to use it properly. Also, we're all babies at some point and babies won't be able to lift the hammer). It is really the usage of the hammer that can be used
in non-neutral way and is the most important acknowledgement, that we DO need for this specific declaration. My first suggestion captures this point of view sufficiently enough.
I feel that all of us agreed on the spirit of the sentence, and I also think that my first suggestion is the one that would really be the best for our purposes. It takes into the account the fact, that community networks can be misused (for example,
in an unequal way considering gender), but it's not saying that community networks are not neutral by default. Even if they were (and I don't think they are), I feel that's an unnecessarily negative statement and we should avoid those in our otherwise
very positive vision.
Somebody suggested to use a differentiating platform (like GitHub?) for the comparison of the crucial sentences and paragraphs in the declaration and I think that's a very good idea. Then we can vote on different versions of them and decide
which ones are the best for our purposes. We obviously need to build consensus on our constitution and hopefully the output of that will be a declaration/constitution that we can all agree on.

The Information and Communication Technology (ICT) sector is currently
focused on exploring different technological challenges, such us increasing
the speed, maximizing the available capacity, and, in general, improving
the performance of ICT systems. However, little attention has been paid so
far to the role of ICT towards sustainable development. For example, the
forthcoming 5G technology is mainly devoted to urban areas, while the
development of such technology in rural zones is not yet considered.
Additionally, more than two billions people still lack an Internet
connection, and relatively low number of initiatives are being put into
place to invert this trend.
This Special Issue dedicates itself to explore the role and impact of the
transformational power of ICT for making our world more sustainable: saving
energy and material resources by creating more value from less physical
input, increasing quality of life for ever more people without compromising
future generations ability to meet their needs. In this context, the United
Nations General Assembly has proposed the Sustainable Development Goals
(SDGs), a list of actions over the next fifteen years in areas of critical
importance for the humanity and the planet. The goal of the special issue
is to pursue these goals in all areas of networking and computing. Papers
related to ICT for Sustainability in a broad sense such as Sustainability
by ICT, Sustainability in ICT and their overarching aspects, and especially
papers developing Sustainable Development Goals (SDGs), are welcome.
The list of topics includes, but is not limited to:
- 5G networks for rural zones
- Sustainable backbone networks/cellular network or data centers
- New paradigms to improve the network sustainability: softwarization and
fog computing
- Networks elements and storage units powered by renewable sources
- Sustainable architectures for increasing the connectivity in rural zones
- Sustainable drone-services and network-services
- e-Health applications for rural zones
- Emergency services in rural zones
- Case-studies results from the application of networks and services for
improving the sustainability
- Measurement of sustainability including metrics and benchmarks in

Future Internet (ISSN 1999-5903) is a scholarly open access journal which
provides an advanced forum for scientific studies related to Internet
technologies and the information society. It publishes regular research
papers, reviews and short communications. The journal aim is to encourage
scientists to publish their experimental and theoretical results in as much
detail as possible. Therefore, there is no restriction on the length of the
papers or the use of colour figures.
For Future Internet (ISSN 1999-5903), authors are asked to pay a fee of 500
CHF (Swiss Francs) per processed paper, but only if the article is accepted
for publication in this journal after peer-review and possible revision of
the manuscript. An additional fee of 250 CHF may apply for those articles
that need major editing and formatting and/or English editing. Note that
many national and private research funding organizations and universities
explicitly cover such fees for articles originated in funded research

This is Michael Oghia. First of all, let me start by thanking you all for
letting me be a part of this community. For those who don't recognize my
name, I reported on the DC3 session in Guadalajara, and attended the
workshop on Dec 10 at the Bibliotheca. While I don't work with a particular
community network, I do work closely with Jane and I greatly appreciate the
tireless work you do.

recently returned to Serbia, and I am getting caught up with all of my

My name is Sebastian, I work as an assistant to MEP Julia Reda (Pirate
Party, Greens/EFA) in the European Parliament. I am reaching out to
you today on the topic of the Radio Equipment Directive (2014/53/EU;
RED) that you might have heard of as “Radio Lockdown” because of a
provision obliging manufacturers of radio equipment (such as WiFi
routers) to check all software installable on their devices [1-3].
We think this is a danger to Community WiFi projects throughout
Europe, as they, among others, rely on midified (Free Software)
firmware installed on routers.
The good news is that the RED has not entered into force yet because
the Commission needs to define equipment classes first. This is at the
same time our best possible course of action: We think there should be
a separate class for equipment that you rely on in your projects.
In order to push for this, I would like you to join a working group
that has already been formed in the European Commission. Stakeholders
can join this working group. However, only European-level
organisations will be allowed to join.
That is why I am reaching out to you: I would like you to form a
European representation of Community WiFis to join the working group
and push for an exception for your projects.
As we know that setting up European representation on short notice is
not an easy task, I asked Kirsten Fiedler (in Cc) if it would be
possible for you to team up with EDRi. Even though permanent members
will have to apply and be accepted by the EDRi general assembly [4], a
temporary observership would be an option.
It would be great if you could talk to your projects, and also please
forward this email to everyone else you think should be in the loop!
I’m not sure who of you already know each other, so maybe you can send
a short introduction of who you are and what your project does.
In case you have any questions, please feel free to reach out to me by
email, phone (I can call you back!), and if you’re there, let us meet
up on the upcoming Chaos Communication Congress in Hamburg.

The deadline for applications is 15/January. I reached out to EDRi,
CCC,
FSFE, and FFN, as well as other stakeholder groups (such as
academics/research, ISPs).
I just spoke with Christian Heise (also from the board of FFN e.V. from
Germany, welcome to the list) and he will reach out to Kirsten in order
to clarify if and how an application to the experts group can still
work
within the timeframe until 15/Jan.
I suggest FSFE and EDRi/you apply independently as I suppose they
represent sufficiently separate stakeholders groups.
The members of the expert group are appointed by a political board, so

Other than European organizations, "individuals appointed in a personal
capacity" or "individuals representing a common interest" can be
appointed to the expert group (see page 2 of the form attached, it is
the PDF version with some highlights of
<http://ec.europa.eu/transparency/regexpert/index.cfm?do=news.open_doc&
id=2516>).
I think chances to go this way are slim, and we may risk cannibalizing
the applications of the representations. But please let me know if you
disagree!
# How to get engaged - Community WiFis unite!
Here's what you can immediately do to get engaged:
* Blog or publish in any other form about your projects and how they
are affected by the firmware lockdown. (When you did, please send me
your links!)
* If EDRi/FSFE or others manage to be appointed to the expert group,
they will *need your input and support on documents and meetings to
prepare*!
* If someone has the capacity to set up *a mailing list* we can
replace this list with, I would appreciate that. (But please don't just
subscribe everyone without asking! :)
* I guess it would be great if as many as possible among you that
already have formed representations on their national level, join EDRi,
or anything else if there is another European representation that suits
your needs better.
* If you haven't already, and if you have the capacity, form national
representations, or help form an own European entity. Both take a long
time, now is a good time to get started!

Hi All,
Maureen and I have been having many interesting meetings this week in
Guadalajara (and we will share the outcomes shortly).
One thing we saw was that there are many people on the academic sector
that share our vision and want to contribute by doing research papers
on our field.
What do you think about building a group that gets together all our
existing research fellows, where we can start adding people?
Would that benefit our process?
