Hi Steve, You've made a good point and what I had in mind, was to promote community networks when we really had something to say, like once the Guadalajara declaration was ready, or when we got some other things done as a collective or when there is something big happening in the #comcon -world. :) It could also let our followers know, when we're gathering live or virtually and inform them of new projects by our members. You're absolutely right in being cautious about our tweets representing the whole community and we definitely don't have to start tweeting all the time. presenting myself

hi I've lurking for a couple of weeks - and regretting terribly for having missed the IGF - and I'd like to introduce myself. I run Nuvem, a space for art and technology located in the countryside of Brazil. Last year we started a community project in the village of Fumaça, which consisted of a mesh network and a cell phone station ( http://nuvem.tk/wiki/index.php/Fumaça_Data_Springs). It was funded initially by a commotion grant, and afterwards by a Web We Want grant. Here is a nice 15 minute video documentation: http://www.ibe.tv/es/canal/laaventuradeaprender/849/Nuvem-Esta%C3%A7%C3%A3o… We had the support of Libremesh, Guifinet, Rhizomatica and a bunch of fantastic volunteers such as Henrique Mohr :) In the beginning of the next year, we shall publish a call for a commotion-like grant for community network projects in Brazil, using funds from a donation from the Ford Foundation. It is a much smaller scale than commotion's - just for 4 projects and a lot less money for each - but it will be a way to map the demands and foster new local initiatives. Also, I'm involved in an on-going project in the Maré favela in Rio de Janeiro, which began after the Fumaça network and will have a new phase in the beginning of the next year. Let me know if you need more info or simply is interested to learn more about the projects. Oh, and my day job is to teach in an art and technology free school for low-income teens in Rio de Janeiro. Meeting between DC3-IEEE

Hi guys, I met with Karen McCabe, Senior Director of Technology Policy and International Affairs of IEEE and James Wendorf, Internet Venture Program Director. I just want to share with you the outcomes of my meeting with IEEE. The other meeting that comes tomorrow is with the guy from the Libraries. This is the email I sent to IEEE guys: --- Hi! It has been awesome to get together with you two! Let me just brief you about we have been talking about... please, add or correct anything you want on this. This is just a Draft, for us to share with each of our institutions: IEEE as the Global Technical Community acknowledges that promoting the expansion of Internet from bottom up through Community Networking is a viable way and would like to promote it. The Dynamic Coallision for Community Connectivity (DC3 for short) represents the global community of Community Networks build from bottom up, and have the will to grow in a sustainable way. IEEE and DC3 agree to work together to promote Community Networks as a mean to grow Internet in a sustainable and empowering way. These are the initiatives related directly with Community Networks that we have talked about: * DC3 will open and share the Courses on Community Network building (non-technical, 8 hours long) and the Diplomacy on Community Networks (technical, around 64 hours long). * IEEE will endorse the Courses on Community Network building and the Diplomacy on Community Networks. We will work together to take the courses from a simple endorsement to a certification if it can be. * IEEE, DC3 and the International Federation of Library Association and Institutions (IFLA) commit to work together on get tools for people to build their own networks and be able to be part of Internet. * With the involvement of the IFLA, we will coordinate with DC3, IEEE and the Libraries to have a pilot to give the courses on site and empower one community we will choose together. We will document the process in order to use them as an example for each organization to motivate the members on this initiative. * As a long term goal, we will encourage Engineers on the field around the world to promote Community Networks as a means to do Community work. We also talked about TV Whitespace, and the need for a global open standard protocol for exchanging spectrum usage information. We commited to get to our communities to know a little more about how things are going on IEEE side (IEEE 802 technical group). We share the concern to have an open standard protocol for exchanging spectrum usage information. On my side, I need to talk to my community about what needs to be done to open our content. I think it was poor judgement to add it today without any discussion with all the members of our Dynamic Coalition. However, now that it's out there, and we ended up spending almost two hours of our precious time on these sudden additions, we might as well include this, admittedly fair point. Here are my proposals of the different variations on just one sentence that could be used instead. One of the sentences that was discussed, is as follows: "We acknowledge that communication technology is not neutral and can exacerbate unequal power relations in the community." ...and here are my suggestions. I wrote the crucial changes in bold: 1) We acknowledge that communication technologies are not always neutral and can exacerbate unequal power relations in the community. 2) We acknowledge that the usage of communication technology is not neutral and can exacerbate unequal power relations in the community. 3) We acknowledge that community networks are not neutral and can exacerbate unequal power relations in the community. As you can see, my suggestions are not making that much change to the spirit of the meaning, but just wording it differently will actually make our statement more accurate and popular, as well as less controversial. The declaration should really alienate as few people as possible and we really need to keep that in mind, while still making a definitive statement that is actually saying something. I.e. the hammer itself IS neutral (although people with no hands won't be able to use it properly. Also, we're all babies at some point and babies won't be able to lift the hammer). It is really the usage of the hammer that can be used in non-neutral way and is the most important acknowledgement, that we DO need for this specific declaration. My first suggestion captures this point of view sufficiently enough. I feel that all of us agreed on the spirit of the sentence, and I also think that my first suggestion is the one that would really be the best for our purposes. It takes into the account the fact, that community networks can be misused (for example, in an unequal way considering gender), but it's not saying that community networks are not neutral by default. Even if they were (and I don't think they are), I feel that's an unnecessarily negative statement and we should avoid those in our otherwise very positive vision. Somebody suggested to use a differentiating platform (like GitHub?) for the comparison of the crucial sentences and paragraphs in the declaration and I think that's a very good idea. Then we can vote on different versions of them and decide which ones are the best for our purposes. We obviously need to build consensus on our constitution and hopefully the output of that will be a declaration/constitution that we can all agree on. Thanks, -Raoul

Brief of meeting DC3-IFLA

Hi guys, I wanted to share with you the outcomes of the meeting with Stewart of IFLA (Global federation of Libraries). The email I sent to them is below. --- Hi Guys, I just wanted to brief everyone about what I spoke with Stewart. Basically, we are all on the same page. Just to have a little background: * IEEE is a community of more than 400,000 Engineers distributed all around the world * IFLA is a community of more than 300,000 Libraries distributed all around the world * DC3 is the Dynamic Coalision on Community Connectivity that gathers all Community Networks (CN for short) around the world This is what we agreed upon: * IFLA, IEEE and DC3 agree on the aproach of bottom-up community networks as a way to grow Connectivity around the world. * IFLA, IEEE and DC3 agree on making a pilot where IEEE Engineers, DC3 Advocates and IFLA Librarians work together to help a willing community to build a Community Network around onf IFLA Library. * IFLA, IEEE and DC3 agree on the strategy of promoting the grow of internet throu the promotion of Community Networks around the globe with the help of IEEE Engineers throu IFLA Libraries. * As a long term vision, IFLA Libraries will give DC3 Courses on Community Connectivity with the help of IEEE Engineers and DC3 Advocates to promote Community Networks. Stewart and I have drafted these next steps: 0. Nico will create a mailing list for us to work on this relationship 1. Nico will send the basic DC3 materials needed to understand what Community Networks are 2. Nico will build a small video about the experience of Guifi.net and Libraries, an interview about what a CN is, what Guifi is and how did the relation with Libraries worked out 3. Stewart will share this with IFLA representatives 4. Stewart will identify individuals and organizations within his community for potencial work 5. Stewart will contact DC3 (Nico) and IEEE to coordinate on where we can do the pilot 6. Then discuss next steps I guess we should also build a tentative roadmap for IEEE-DC3 relationship also. Neutrality of technology in the Guadalajara declaration

Dear all, There was quite a bit of disagreement on the language used in the declaration, partially because the sentence was added there only today, without the acceptance wider community. I think it was poor judgement to add it today without any discussion with all the members of our Dynamic Coalition. However, now that it's out there, and we ended up spending almost two hours of our precious time on these sudden additions, we might as well include this, admittedly fair point. Here are my proposals of the different variations on just one sentence that could be used instead. One of the sentences that was discussed, is as follows: *"We acknowledge that communication technology is not neutral and can exacerbate unequal power relations in the community."* ...and here are my suggestions. I wrote the crucial changes in bold: 1) We acknowledge that communication technologies are not *always* neutral and can exacerbate unequal power relations in the community. 2) We acknowledge that the *usage* of communication technology is not neutral and can exacerbate unequal power relations in the community. 3) We acknowledge that *community networks* are not neutral and can exacerbate unequal power relations in the community. As you can see, my suggestions are not making that much change to the spirit of the meaning, but just wording it differently will actually make our statement more accurate and popular, as well as less controversial. The declaration should really alienate as few people as possible and we really need to keep that in mind, while still making a definitive statement that is actually saying something. I.e. the hammer itself IS neutral (although people with no hands won't be able to use it properly. Also, we're all babies at some point and babies won't be able to lift the hammer). It is really the usage of the hammer that can be used in non-neutral way and is the most important acknowledgement, that we DO need for this specific declaration. My first suggestion captures this point of view sufficiently enough. I feel that *all* of us agreed on the spirit of the sentence, and I also think that my first suggestion is the one that would really be the best for our purposes. It takes into the account the fact, that community networks can be misused (for example, in an unequal way considering gender), but it's *not* saying that community networks are not neutral by default. Even if they were (and I don't think they are), I feel that's an unnecessarily negative statement and we should avoid those in our otherwise very positive vision. Somebody suggested to use a differentiating platform (like GitHub?) for the comparison of the crucial sentences and paragraphs in the declaration and I think that's a very good idea. Then we can vote on different versions of them and decide which ones are the best for our purposes. We obviously need to build consensus on our constitution and hopefully the output of that will be a declaration/constitution that we can all agree on. Thanks, -Raoul
