This document presents a taxonomy of a set of "Alternative Network
Deployments" that emerged in the last decade with the aim of bringing
Internet connectivity to people or providing a local communication
infrastructure to serve various complementary needs and objectives.
They employ architectures and topologies different from those of
mainstream networks and rely on alternative governance and business
models.
The document also surveys the technologies deployed in these
networks, and their differing architectural characteristics,
including a set of definitions and shared properties.
The classification considers models such as Community Networks,
Wireless Internet Service Providers (WISPs), networks owned by
individuals but leased out to network operators who use them as a
low-cost medium to reach the underserved population, networks that
provide connectivity by sharing wireless resources of the users, and
rural utility cooperatives.
This document is a product of the Global Access to the Internet for All Research Group of the IRTF.

Full day workshop sounds like a great idea.
One of the things we talked about at the Go Local! event was the
possibility of coming up with a set of model conditions for local telco
initiatives to thrive. This might range from Open Access policies around
fibre backbones to reduced importation taxes on unlicensed equipment to
license fees that favour small and/or non-profit organisations engaged in
connectivity.
One possibility would be to come up with a set of principles /
recommendations / conditions necessary to the growth of "local telco"
initiatives, both community and for-profit and build some momentum around
the idea/declaration. In the past advocates for change have used a
"declaration" to move an agenda forward. For Open Access academic
publishing, a diverse set of actors developed a set of principles known as
the Budapest Open Access Initiative (http://www.
budapestopenaccessinitiative.org/) to make common cause around access to
scholarly materials and similarly groups involved in Open Education came up
with the Cape Town Declaration on Open Education (http://www.
capetowndeclaration.org/). There are others. The point is that the
"declaration" allowed a number of disparate groups to make common cause on
an issue and became a rallying banner.
Perhaps we might come up with a Guadalajara Declaration on local telcos or
last mile diversity or bottom-up networks or, or, or. It would take a lot
of work prior to the event to build consensus but might be worth doing.
Thoughts?
Regards... Steve

Luca and All –
Given the amazing energy around this great workshop, and that so many people may be in one place.
I wondered – should we take advantage of all of the great people coming to Guadalajara and hold a day-long Community Networking event?
We could focus in greater detail on topics related to:
-Community Building/Getting Started
-Business Case/Sustainability
-Tools for setting up networks/The “How”
-Tools for training/The “How” and sustainability
-Software/Hardware Tools
-Spectrum issues
-Legal/policy (as related to spectrum or authorizations)
-Other
We could do it before, during, or after the IGF.
Or, if this complicates things – we could find another event – maybe ICTP has something in early 2017 where we could gather, meet/dicuss.
Talk to me ;)
Best,
Jane
