Dear all,
EuroDIG has been extremely productive in terms of visibility for community connectivity (and DC3), in terms of policy recommendations and in terms of new possible cooperation. Below a brief report. Those who were at EuroDIG can feel free to complement.
Visibility. There was high interest in CNs not only from session participants but also from remote participants. A lot of people were debating the issue and come to ask more info and to have a copy of the DC3 report (I brought 50 and they are all gone). Particularly, it was the first time in which governmental officials were actively approaching to know more about CNs e.g. officials from the Georgian Ministry of Sustainable Development, the Finnish ministry of Infrastructure and the newly created European office for Broadband Access. This latter was particularly interested. I invited the director to give a keynote at the DC3 annual meeting at the IGF. I also recommended he gets in touch with NetCommons friends. Very happy to liaise, so that EU based DC3 members can start a dialogue with him.
Policy recommendations. As you may know, EuroDIG sessions are aimed at producing some tangible outcomes, called “EuroDIG messages to the IGF”. They are basically policy recommendations that will be conveyed to the IGF, in plenary session, at the December meeting. As result of the session, the rapporteur put forward some remarkably well-done and useful recommendations. The “messages” will be published on the EuroDIG website and, to my recollection, they include:
a. the fact that governments actively promoting CNs as a credible and viable strategy to expand connectivity
b. the reduction of regulatory burden for CNs or, possibly, exemption from regulation and licenses
c. grant of free use of unlicensed spectrum for CNs
d. promotion of partnerships between local institutions and CNs
e. preservation of the right of CN-members to self-regulate/self-organise their network
Ideas for cooperation. First, there was great synergy between several participants of the community connectivity session and of the session on sustainability organised by Michael Oghia. There were many common elements on which emerged convergence during the two sessions and I invited Michael to draft a contribution for the next 2017 DC3 Report to highlight the link between CN and the broader agenda on sustainability. He accepted. Thanks Michael!
Second, MeasurementLab Europe was interested in helping providing measurements of CN in Europe as well as other measurement regarding available bandwidth, etc. This may be very useful to complement research with concrete evidence. I am very happy to liaise, should anyone be interested. MeasurementLab also expressed interest in submitting a contribution for the 2017 report.
Third, I spoke with Utcha about the possibility of producing a short paper (max 5 or 6 pages) to explain – with easy language – what are CN, their benefits and how can be established and offer this to the Georgian Ministry of Sustainable Development. The Georgian deputy-minister was a panellist with us and he seemed to be very interested and very open to proactively promote CNs in Georgia. FYI, the next EuroDIG will be in Tbilisi, Georgia, in June 2018. It may be worth preparing such a document by next year (we have a lot of time) and Utcha may take the lead in conveying it to Georgian authorities.
Lastly, as you have already seen in another message Glenn MacKnight of LACRALO was so kind to produce an ebook version of the DC3 Report, that you find here <http://fliphtml5.com/gnel/yonr>. Thank you very much Glenn for your help! The ebook is pretty cool!
Hope this is useful. Feel free to share your thoughts.
All the best
Luca

Hi everyone,
One of my biggest passions within the Internet ecosystem is sustainable
accessibility. I am organizing and moderating my first roundtable as a
community member next week: Workshop 11
<https://eurodigwiki.org/wiki/WS_11_2017> at the European Dialogue on
Internet Governance (EuroDIG).
Especially given the current political climate, the timely workshop will
focus on sustainable access and digital pollution, specifically how *we
cannot legitimately address Internet access without addressing
sustainability*. Our keynote speaker is Dr. Mike Hazas of the University of
Lancaster, a sustainable ICT researcher and one of the people who
originally inspired me to start investigating the relationship between the
Internet and sustainability.
*We are also going to have on-site e-waste recycling bins available in case
anyone has e-waste they need to discard but are unsure of how or where to
do so, so please bring it with you to Tallinn if you are traveling to
EuroDIG.*
In case any of you are interested in this session, join us either in person
in Tallinn or online on *Wednesday, June 7 at 2:00 PM (GMT+3) *(details in
the attached photo). You can also check out our wiki page at:
https://eurodigwiki.org/wiki/WS_11_2017
Many thanks to Chris Buckridge of the RIPE NCC for all of his support, and
to EES-Ringlus <http://eesringlus.ee/>, a local Estonian e-waste recycling
organization.
And thank you to everyone who continues to encourage me to be part of this
community and help keep the Internet open, free, and sustainable.
Warmest regards,
-Michael

Hi all,
Just a reminder of the Call for Paper for the DC3 annual report
The call is below and here http://tinyurl.com/DC3callforpapers
Best
Luca
2017 Report - Call for Papers
Background:
The Dynamic Coalition on Community Connectivity(DC3) is a multistakeholder group dedicated to promoting the discussion on community networks (CN). DC3 furthers analysis of how CNs may help create sustainable Internet connectivity while empowering Internet users.
DC3 is a component of the United Nations Internet Governance Forum (IGF)()<http://www.intgovforum.org/cms/dynamiccoalitions>. Further information regarding DC3 can be found on the IGF website<http://www.intgovforum.org/multilingual/content/dynamic-coalition-on-commun…> as well as on comconnectivity.org.
The 2016 Report of the DC3, dedicated to Community Connectivity: Building the Internet from Scratch<https://www.slideshare.net/FGV-Brazil/community-connectivity-building-the-i…>, is freely available under Creative Commons License.
Call:
The Dynamic Coalition on Community Connectivity, established under the auspices of the United Nations Internet Governance Forum, invites all interested individuals to submit position papers analysing the issues of connectivity and community networking, with particular regard to existing CN experiences. Suggested topics include analyses of, inter alia:
* Governance structure of existing CNs;
* Technical structure of existing CNs;
* Impact of existing CNs on the socio-economic environment;
* Public policies regarding CNs;
* Examples of efforts aimed at creating synergies/communication amongst different CNs and other initiatives alike;
* Taxonomies of CNs (e.g. rural CN, urban CN, etc.) and good practices that can make such categories of CN efficient and resilient both from a technical, legal and organizational perspective;
* Best practices and worst practices as regards national and international policies that may facilitate or hinder the deployment of community networks;
* Strategies to promote the deployment of CNs in remote and/or urban areas.
Submission Guidelines:
Research papers, including analytical and theoretical papers, position papers, or case studies will be considered for inclusion in the report, even if they have been previously published. The length of the submissions should be between 2500 and 5000 words. To facilitate the reviewing process, papers should not include author names or other information that would help identify the authors. All submission shall be in English or Spanish language. Citation should be in APA 6 style, authors shall use footnotes rather than endnotes and submission should be in Microsoft Word or OpenDocument Text format.
Submissions are due on 30 June 2017. They should include the following elements:
* Title
* Short abstract (250 words)
* First draft of the submitted paper
* Author’s name, affiliation and short bibliographical note (in the body of the email)
Submissions should be sent to luca.belli(a)fgv.br
Authors will be notified within approximately 7 days from the deadline as to the status of their contributions.
All submitted papers will be subject to peer review. PLEASE note that every author submitting a paper will be asked to peer review another submission, which will be judged according to the novelty of the contribution, the theoretical soundness and the quality of presentation.
Authors will be given the opportunity to improve their contributions based on peer comments. Selected papers will be published into the 2017 Report of the IGF Dynamic Coalition on Community Connectivity, which will be published in open access, under Creative Commons licenses.
Authors will also be invited (at their own expenses) to present their work at the annual DC3 meeting to be held at the United Nations Internet Governance Forum, from 18 to 21 December 2017, in Geneva, Switzerland.
It happened to me today that Judith kindly supported my proposal for the CN videos, and I was surprised (and embarrased somehow) to find out that I don't recall her (or know her at all).
That made me think that there are so many people in this list that I don't know (and that they don't know me), so I would like to encourage you to share a little bit about yourself so we can understand who are we speaking to when we speak here :)
We should try to send this mail every now and then to ensure everyone that wants to be known is :)
So, respecting my own request, will do my homework and introduce myself, and you can use mine as a template if you want
My name is Nicolas Pace, I'm from Argentina, and my relationship with community networks comes because I am part of AlterMundi, an NGO that promotes CNs worldwide.
Regards
PS: this may also work as a meter on how engaged we are with dc3 :)

Hi all, since yesterday it is available at ISOC's website:
https://www.internetsociety.org/doc/cnafrica
It is follow up report of the map of community networks in Africa included
in the DC3 report.
Hope you find it interesting. Feedback is welcomed.
