Here is another, very recently released by ITU & UN-OHRLLS http://unohrlls.org/custom-content/uploads/2018/01/D-LDC-ICTLDC-2018-PDF-E.… The ITU/UNOHRILLS report is an interesting read on Universal & Affordable Internet in Least Developed Countries (LDCs) but, quite surprisingly, the report does not mention the existence of Community Networks as an option to build affordable connectivity.
