[DC3] Declaration on Community Conenctivity

Dear All, Many thanks for all your comments and inputs on the declaration. The consolidated version is attached and here https://pad.codigosur.org/GuadalajaraDeclaration The pad includes also a version with track-changes (right after the finalized one) If the organisers of the netCommons open letter wants to refer to the DC3 declaration, feel free to do so. I suggest we formally adopt the Declaration at the next IGF. Any thoughts on this?
