I agree with Jane that as this process is open to all stakeholders it would
be good to get as many submissions as possible in from each of our
organizations. Basically submissions can be of any length and they need to
answer the questions included in the consultation. Those are:
1. How will new and emerging telecommunications/ICTs impact both the
internet and sustainable development, including the digital economy?
2. What are the opportunities and challenges for the adoption and growth
of the new and emerging telecommunications/ICTs and internet?
3. How can governments and the other stakeholders harness the benefits
of new and emerging telecommunications/ICTs?
4. What are the best practices for promoting human skills, institutional
capacity, innovation and investment for new and emerging
telecommunications/ICTs?
The details about how to submit are in the link shared by Marcelo:
APC will be making one, aiming to submit it by the 13th Dec, to avoid last
minute changes over the holidays. If any of you feel that you prefer to
work collaboratively on that one rather than making your own, please write
me a private message to coordinate. Similarly, there will be a meeting of
Civil Society Organizations during the IGF Berlin discussing a strategy for
this, so if you are coming and interested in joining this meeting, reach
out in private as well.Likewise, if you or your organization are planning
to make an individual submission and think we can support in any way, feel
free to reach out too.
by the way, totally agree with you, Marcelo on the nuances between concepts
as well as in the need for more national influence.

About the national discussions over this PC on ITU, i perceived that we
need to strengthen the local incidence too. Even with the efforts of
ISOC Brasil, IBEBrasil and a few others to preserve the CN concepts, the
debate to insert small comercial providers as CNs was strong.
Then its important in this consultation to put these differences about
between one model and the other to avoid the kidnapping of the concepts
I know that this approach will need to be done diplomatically, then,
lets us keep talking strategically about this in national incidence too
