I finally got a chance to look at this.
I approach this outside the framing of networks but rather as a way to use
common infrastructure. One way this plays it is that I see the ability to
connect everywhere as an opportunity but not a guarantee. Local connectivity
using whatever facilities are available is just as important. This is part
of view connectivity outside the framing of telecommunications. I'm not sure
how to have this conversation in the framing of the declaration. It does
have implications in how we approach connectivity.
So much of the way we talk about this is implicitly framed in terms of
telecommunications with implicit assumptions. Im working on a long essay
trying to make those assumptions explicit. I can provide a pointer if there
is interest but it has zero proofreading at this point and probably many
confusing typos).

I also added AlterMundi's definitions.
We differentiate Free Network from Community Network with the goal of
targeting a bigger audience. A small commercial ISP could easily adhere to
the Free Network principles, while they could not be considered Community
Networks.
Maybe we can work a bit on ideas on this pad and then have an online
audio-conference at some point to share thoughts?

We called it Last Mile DNA (Diversity and Neutrality of Access). I
recognise that there are many issues related to access and I am not
claiming this is the most important one but it does happen to be the

If we do declarations I strongly urge separating a declaration about
connectivity as infrastructure from the more aspirational goals of
"access".
This separation has been the key to the success of the Internet by
decoupling the technology from the applications.
My focus is on the enabling/empowering infrastructure. The is a shift
to
paying for the common infrastructure as a
community. For profit is
fine. The
problem is that today's profit is made by having a third party taxing
speech. By paying for infrastructure as a community we align the
incentives.
We need to be wary about too much emphasis on examples of volunteers
to
avoid false dichotomies of public/private and
us/them. Perhaps
something
that JPB can endorse.
