I also agree, especially as the origin of problematic statement. :)
The original text I posted should have read "Up to 3 billion people in the
world do not have access to *affordable* communication infrastructure".
Access to communication is not enough, lack of affordability is effectively
lack of access. Unfortunately stats on affordability are a bit thin on the
ground, especially when going beyond Internet access to telephony.
I suggest adding to Carlos' framing:
"Over four billion people may remain unconnected to the Internet,
including around a billion who do not have access to basic telephony
services. Even for those with access affordability remains a challenge."

Secretariat as a DC3 outcome, together with the DC3 Report (or at least the

Regarding the Declaration, although I was initially favourable to the
use of square km rather than miles, some of you (particularly Bob) made
some very good points on the usefulness of adopting/enhancing existing
terminology. In this perspective, I think if could be wiser to speak about
“first square mile” (see Preamble)
Lastly, as you may recall, the IGF Secretariat asked to submit 5
statements that describe our outcome and can be used to request feedback on
the DC3 outcome to the IGF participants. I suggest we simply use the
preamble and the 4 paragraphs of the Declaration as statements. Let me know
if you have different suggestions on the matter.
