Here is another, very recently released by ITU & UN-OHRLLS http://unohrlls.org/custom-content/uploads/2018/01/D-LDC- ICTLDC-2018-PDF-E.pdf The ITU/UNOHRILLS report is an interesting read on Universal & Affordable Internet in Least Developed Countries (LDCs) but, quite surprisingly, the report does not mention the existence of Community Networks as an option to build affordable connectivity.
