Hi Carlos, Jane, and everybody :-)....
I received an email with the first reunion in CBC1 in Anatel to discuss
this topic of the CWG-Internet and the public consultation proposals
about the brazilian group.
I noted that has another issue about "“Expanding Internet Connectivity”
(remote and underserved areas, land-locked countries, affordability,
community and non-profit operators)" that will be discussed in september
2020
We want to contribute collectivly, then, lets choose a platform to do it
with who wants to do in this way.
In Brazil we are having a lot of discussion about the public fund of
telecom and the policies of Broadband cause the new legal scenario of
telecom. a loto of things to do in regulatory incidence and a very few
people to make more preasure about CNs.
I am sending in the attachment the presentaion of CBC1 for the reunion
tomorrow...
Lets plan a strategy to make this movement together in national and
international events...

Hi Marcelo, Jane, all,
I agree with Jane that as this process is open to all stakeholders it
would be good to get as many submissions as possible in from each of our
organizations. Basically submissions can be of any length and they need
to answer the questions included in the consultation. Those are:
1.
How will new and emerging telecommunications/ICTs impact both
the internet and sustainable development, including the digital
economy?
2.
What are the opportunities and challenges for the adoption and
growth of the new and emerging telecommunications/ICTs and internet?
3.
How can governments and the other stakeholders harness the
benefits of new and emerging telecommunications/ICTs?
4.
What are the best practices for promoting human skills,
institutional capacity, innovation and investment for new and
emerging telecommunications/ICTs?
The details about how to submit are in the link shared by Marcelo:
https://www.itu.int/en/council/cwg-internet/Pages/consultation-oct2019.aspx
APC will be making one, aiming to submit it by the 13th Dec, to avoid
last minute changes over the holidays. If any of you feel that you
prefer to work collaboratively on that one rather than making your own,
please write me a private message to coordinate. Similarly, there will
be a meeting of Civil Society Organizations during the IGF Berlin
discussing a strategy for this, so if you are coming and interested in
joining this meeting, reach out in private as well.Likewise, if you or
your organization are planning to make an individual submission and
think we can support in any way, feel free to reach out too.
by the way, totally agree with you, Marcelo on the nuances between
concepts as well as in the need for more national influence.
best,
carlos

Hi Jane, totally agree...
About the national discussions over this PC on ITU, i perceived that we
need to strengthen the local incidence too. Even with the efforts of
ISOC Brasil, IBEBrasil and a few others to preserve the CN concepts,
the
debate to insert small comercial providers as CNs was strong.
Then its important in this consultation to put these differences about
between one model and the other to avoid the kidnapping of the concepts
I know that this approach will need to be done diplomatically, then,
lets us keep talking strategically about this in national incidence too

Thank you for this
It would be worth discussing a coalition strategy to get as many
responses in
to this proceeding __ when they ask for comments.
We used one of these consultations on IXPs to
inform governments,
provide information to people, and to speak about the
issues at the
ITU when they held an open meeting.
It goes a long way to provide good data to
people, and to get the
positive story out there!

I think that the debates push the issues to a more generic
way about the
concepts of who really is a CN.
With this position its possible to conclude that they choose
the middle
way. like Buda could said :-).
Lets participate.
