Interesting article but I think the author could have been more precise/explicit in
stressing which networks are community networks (i.e. led by the community in a bottom-up
fashion) and which ones are local ISPs sponsored/organized by local governments in a
“traditional” top-down fashion.

in order to bill them for connectivity? To put it another way – which ones have made it
