In the offer document you can see the description of the initiative for
potential investors. They offer 4.5% interest rate for an investment in
7 year term. The call it seems is still open for another month but
oriented to UK residents. A proof that CN proposals can be both feasible
and sustainable in financial (bankable) and local impact.

First of all, I would like to thank ALL those who, over the past months, have contributed to the elaboration of the DC3 Outcome document.

As we discussed before, it would be good to have a threefold Outcome document (that could be converted into a booklet to be distributed at the IGF) featuring the following sections:
1) A brief introductory session on CNs and their core elements. Thanks Carlos and Steve for sharing the text on "Enabling Affordable Access for All" you prepared for WSIS.
2) The Policy Elements for CNs. I think we have a good consolidated DRAFT including all issues on which we may agree and have been explored over the past years.
3) A final part featuring a selection of "Informative Materials," which can be structured in the four macro theme we proposed at our RightsCon meeting i.e. Fundamental rights; Access to infrastructure including spectrum; Licensing, fees and compliance; Taxation and funding
IMPORTANT: unfortunately it was not possible to organise all the webinars we wanted in such a short time frame. Kira, who is responsible for the webinars, will have more news on when they will be scheduled.
However, it is still very feasible to provide a list of suggested articles, studies, papers, recommendations, that provide a positive contributions in the 4 macro field listed above. I have added the 4 macro theme in the PAD, under Section 3 "Informative Materials". I think we could add the reference and, perhaps, the abstract of 5 to 10 documents per macro theme.
YOUR HELP is particularly WELCOME to beef up section 3, especially if you have published studies, article, etc on the issues.

What Are the Economic Effects of Municipal Broadband?

Abstract
Does municipal broadband stimulate broadband adoption or employment growth?
I conduct an empirical study of American towns that have built municipal
networks to answer this question. Using data from the FCC’s Form 477 and
the U.S. Census Bureau’s American Community Survey, I track broadband
deployment, adoption, and employment statistics for these towns from 2013
to 2017. A town’s decision to install a municipal network in the first
place is not random, however. To deal with selection effects, I apply
Coarsened Exact Matching to ordinary least squares regression to compare
results from the treatment group with a weighted control group of similar
towns. I also apply two-stage least squares regression with instrumental
variable analysis to deal with endogeneity in the decision to build. I do
not find evidence that municipal broadband yields benefits in broadband
subscription rates or employment growth.

Hi, this is a message for community networks in the area of influence of
the European Commission. For others, sorry for the spam or you may want
to take a look at the survey as a sample of what a government may want
to know about community networks.
I got this message from a representative of the Broadband Competence
Offices Network (BCO Network) of the European Commission
(https://ec.europa.eu/digital-single-market/en/broadband-competence-offices).
They want to explore ways to support community networks in Europe (among
other models), as the aims to turn Europe into a Gigabit Society by 2025
are far from being achieved at least in rural areas.
They have a survey for Community Networks Managers (associations,
managers, communities,…) to gather inputs from their experience and
opinions to find the way the European Commission could include their
vision in the new programming period and help BCOs to understand in a
better way Community Networks initiatives, their needs and how to help
them (and not distort or interfere).
