Community Connectivity.
It was a pleasure to meet many of you at the IGF in Paris.
I'm currently based in Berlin and wish to participate in preparation for
the 2019 IGF here in Berlin.

A little about myself:
Many moons ago (90s!), I was technical manager for early APC member,
Pegasus Networks, and cofounder/ex-director of the Australian ISOC chapter
Briefly & more recently:
- co-founded arguably Europe's first open access community wireless
group, free2air, working with other UK groups such as Consume.
- coauthored the picopeering agreement, and helped out in early freifunk
mapping & meshing activities.
- designed emergency radio network system for MiCT, now deployed in
Syria and other parts of Africa & the Middle East.
- Advisory Board member for the H2020 netCommons project.

We are pleased to share that the IEEE Humanitarian Activities Committee
(HAC)

announced its first funding opportunities of 2019. HAC is soliciting
proposals to support Sustainable Development and Humanitarian Technology
initiatives through* 31 January 2019*. Each proposal should align with the
IEEE Board-endorsed vision of volunteers carrying out and/or
supporting *impactful
humanitarian activities at the local level*.
HAC provides multiple opportunities for IEEE individuals and organizational
units (OUs) to apply for and receive funding for projects, events, and
conference participation support.Links to the individual notices have been
included below in order to provide more information and the requisites for
each category.
There are many opportunities to receive support, but don't wait for long to
apply! All deadlines are before the end of January.

IEEE HAC is currently receiving proposals for Sustainable Development and
Humanitarian Activities related projects.
The committee will review proposals with budgets between *US$20,000 and
US$60,000*. Proposals must demonstrate consultation with and a clear
understanding of the needs of target communities, as well as a needs-driven
approach to strengthening local capacity through technology deployment.

The IEEE HAC Conference Participation Program will provide a limited number
of *partial scholarships to support participation at 2019 conferences* with
a sustainable development and humanitarian technology focus or component.
The objective is to facilitate more extensive networking, sharing of
experiences and partnership building, and reduce potential economic
barriers to participation by IEEE volunteers active in the sustainable
development space. *Generally, awards are 50% of travel expenses with a
maximum contribution of US$750.*

I just wanted to share a very happy note that allows us to conclude the year with satisfaction and optimism.
Yesterday, my colleagues that manage the FGV digital library wrote me to let me know the Community Network Manual (http://bitly.com/CNmanual ) has been downloaded 3104 times, and counting, since its presentation at the IGF in mid-November (actually, the document stats show it was downloaded 2689 times only in the last two weeks of November and an extra 170 times only yesterday http://bibliotecadigital.fgv.br/dspace/handle/10438/25696/statistics )
It is really great to see how fruitful our work has been and that the excellent work that each of you is doing is becoming more and more visible, interesting and relevant for those who are looking for new options to expand connectivity.
With this very positive note, I wish all of you an excellent end of 2018, telling you that it has been truly excellent to meeting, exchanging ideas and learning from you over this year, and being sure that 2019 will be an even more productive and successful year for our community

I understand that going against an incumbent is a challenge. I'm just thinking of how to reframe the approach so as to minimize the need to ask permission (or forgiveness). One issue is "spectrum" when Wi-Fi is not enough. Or does one need permission to share Wi-Fi? Of course that varies as in places where putting up an antenna requires permission. Another possible point is when interconnecting with the existing networks.
But this is a longer discussion and I don't want to get to far off topic ... for now. It's about the shift away from the traditional model of networking as service .

This is a great question.
In many cases there are situations where regulators are reverse engineering current regulatory schema to allow new entrants, new alternative networks. They often do this carefully. In order to not upset the current market situation, but to push competition and more neutral access...Mexico, Argentina, Brazil, India to some extent are doing this. It really does not matter what the tech or spectrum band may be...on purpose...
