*Why the Power Grid Isn't Everywhere: The Role of Grid Extension in
Electricity Access*
*November 14, 2018 | 11:00 am EST (convert to your time
<https://engineeringforchange.us15.list-manage.com/track/click?u=b828011d5ef…>)*
Why is it that, after more than 100 years of effort, power lines have not
made their way to every community on earth? Is it possible that certain
communities will “leap frog” the power grid and instead use off-grid
systems? This webinar describes the important and sometimes overlooked role
of grid extension and grid enhancement in providing electricity access to
remote communities. We will explore the advantages and disadvantages of
grid extension compared to using off-grid systems. The webinar covers
economic models for grid extension, and the technical challenges of
supplying remote communities with grid-connected power.
Please remember to join us November 14th (Wednesday) at 11:00 AM EST.
*In this webinar you will learn:*
- the role of grid extension in achieving universal electricity access
- the conditions that make off-grid systems preferable over grid
extension
- the basic considerations in distribution line design
- how to develop a cost model for grid extension and use it compare
electrification options

Hi all,
I remember some weeks ago it emerged interest in submarine cable, on the list.
At FGV, we are going to host a day-long seminar on the Governance of Submarine Cables, on Wednesday, in partnership with CGI.br, the French Consulate, Internet Sans Frontières and the Brazilian Consumer Protection Institute. See https://www.cg.org.br/noticia/releases/seminario-inedito-sobre-operacao-e-u…
If anyone in the Rio area is interested, sejam benvindos :)
The event will be in Portuguese but our FGV fellow Félix Blanc will be in Paris for the IGF (he is going to organise an IGF workshop on the same topic) and I can put anyone interested in contact with him to have further insight on our debates and on future work, if anyone is interested.
All the best
Luca
Dear all,
As the IGF is approaching, I just wanted to share the updated agenda of the DC3 Session COMMUNITY NETWORKS: When The Unconnected Build Connectivity and remind you not to forget IGF registration https://www.intgovforum.org/multilingual/content/igf-2018-registration
Here is the link to the DC3 session https://www.intgovforum.org/multilingual/content/community-networks-when-th…
I have also the great pleasure to announce that the "The Community Network Manual" which is the 2018 DC3 outcome will be released as a joint publication of the ITU, FGV and ISOC. The book is going to be finalised by tomorrow and will be send to press by Friday to be ready for the IGF. Of course, free copies of the volume will be distributed at the session (courtesy of ISOC) and the book will be released under Creative Commons License.
The IGF Secretariat has requested we identify 3 messages before the session. It is a quite curious request, as we cannot identify "messages" before having a debate but as we have to comply with UN formalities (although probably no one is even going to read the content of the "messages"), I suggest we propose something based on the session workshop description.
My proposal is to utilise the following 3 "messages":
1. Community networks (CNs) improve connectivity while empowering Internet users. Community networks rely on the active participation of local communities in the design, development and management of network infrastructure as a common resource.
2. CNs give rise to new infrastructures, new governance models and new business opportunities and facilitate the free flow of information and knowledge, filling the lacunae left by the traditional Internet access-provision paradigm.
1. The Community Network Manual is the 2018 outcome of the Dynamic Coalition on Community Connectivity (DC3). Its goal is to provide guidance on how to build, organise and deploy CNs. It offers toolkits, guidelines and instructions to be used by all interested stakeholders for the concrete constructions of such networks. All interested stakeholder are invited to join DC3 members for presentation of the CN Manual and to freely share it.
Please feel free to share any comments and suggestions
All the best

Dear colleagues, (apologies for cross-posting)
It is a great pleasure to announce the first CyberBRICS Fellowship Programme to be hosted at FGV Law School, Rio de Janeiro.
The programme will offer five remunerated fellowships, from February to July 2019, at FGV DIREITO RIO, to support selected scholars having relevant experience in data protection and cybersecurity frameworks in at least one of the BRICS countries.
The full Call for Applications is available at https://internet-governance.fgv.br/call-applications-cyberbrics-fellowship-…
The CyberBRICS Project is the result of 2 years of consultations with a wide range of partners and stakeholders, including a dedicated IGF workshop, in 2017<https://igf2017.sched.com/event/CTrY/cyberbrics-building-the-next-generatio…>; consultations with the Brazilian Foreign Affairs Ministry, the China International Publishing Group and the Open Society Foundations; and extensive exchanges with CyberBRICS partners.*
The CyberBRICS fellows will be selected by a commission formed by Prof Luca Belli, from FGV DIREITO RIO (Brazil), Prof Alexey Ivanov, from the Higher School of Economics (Russia), Ms Elonnai Hickok, from the Centre for Internet and Society (India), Prof Shen Yi, from Fudan University (China), and Prof Alison Gillwald, from the Nelson Mandela School of Public Governance University of Cape Town (South Africa).
Over a six month period, selected fellows will receive a monthly salary comprised between USD 2.200 and 2.500 (see item 5 of the Call) and will be expected to be based in Rio de Janeiro, where they will have a dedicated office within the FGV main building, in 190 praia de Botafogo.
Besides the fellowship programme, we are also building a Network of CyberBRICS Associated Scholars, allowing scholars interested in CyberBRICS activities and having relevant experience in the fields explored by the project to cooperate with us. Should you be interested in this latter opportunity, please feel free to send me a personal email.
Please feel free to share this message thought your networks.
Kind regards
Luca
*The CyberBRICS Project was developed thanks to inputs from the Higher School of Economics and the Center for New Media and Society (Russia); the Centre for Internet and Society (India); the University of Hong Kong and the Fudan University (China); and Research ICT Africa and the University of Cape Town (South Africa).

LIMITS 2019
Fifth Workshop on Computing within LIMITS
June 10-11, 2018
Lappeenranta, Finland
http://computingwithinlimits.org/2019/
The ACM LIMITS workshop aims to foster discussion on the impact of present
and future ecological, material, energetic, and societal limits on
computing. These topics are seldom discussed in contemporary computing
research. A key aim of the workshop is to promote innovative, concrete
research, potentially of an interdisciplinary nature, that focuses on
technologies, critiques, techniques, and contexts for computing within
fundamental economic and ecological limits. A longer-term goal is to build
a community around relevant topics and research. We hope to impact society
through the design and development of computing systems in the abundant
present for use in a future of limits. A recent article
<https://cacm.acm.org/magazines/2018/10/231374-computing-within-limits/abstr…>
in the Communications of the ACM provides a good primer on Computing within
Limits. This year we are co-locating with ICT4S in Europe.
Abstract submission deadline: Feb 1, 2019
Paper submission deadline: Feb 8, 2019
Paper reviews available: March 14, 2019

Roger,
Thanks a lot for the comments
I agree with Ramon.
I think investments should be very welcome but the goal should be to discourage/avoid predatory behaviours

I would say "speculative practices" rather than "any private investment". Private investment is still very welcome, but not speculative (i.e. exhausting the availability to increase pricing / block competition).

Hi everyone,
I joined this group few days ago (and I’m a bit disappointed by the lake of
activities but your recent messages motivated me). I’m not a "tech guy »,
I’m just a interaction designer so I won’t be as specific as some messages.
But your conversation about the web and « renewable energy » and the «
drawback » of their intermittency, reminded me a project (it’s more like an
experiment) I seen some weeks ago, it’s a bit specific and anecdotic but I
hope this will give you some input of a very practical case about this
topic :
https://www.lowtechmagazine.com/2018/09/how-to-build-a-lowtech-website.html
In short, it’s a website with a server powered by solar energy, there is a
battery (12V 7Ah) and the point of the design is to by as efficient as
possible (very few css, no custom font, using dithering, etc.) but in
staying attractive and ergonomic.
The author of the blog also write an article about « how to build a low
tech internet » giving some clue about what we are discussing :

Hello everybody,
As WSIS just took place a couple of weeks ago, I just wanted to ask to the
ones who went or the ones who followed it, if there were any important
conclusions or statements on Community Networks or Community Connectivity.
Any information or document would be of great help!
Best,
