Subject: [Internet Policy] Call for inputs - IGF Connecting and Enabling
Next Billion track (by 30 Sept)
To: InternetPolicy <internetpolicy(a)elists.isoc.org>
Dear all,
The call for inputs for the IGF intersessional track on Policy Options
for *Connecting
and Enabling the Next Billion – Phase IV is open until 30 September*.
The objective for this year CENB IV is to collect concrete stories
showcasing how connecting the next billion(s) helps achieve broader
Sustainable Development Goals such as: *SDG 7 (Sustainable Energy), SDG 8
(Future of Work), SDG 9 (Infrastructure with a particular mention to
Internet access), and SDG 17 (Partnerships).*
The activity builds on Phase I, Phase II, and Phase III of the CENB which
offered a set of high-level recommendations for policy leaders. With the
combination of four phases of the CENB project, policymakers will be able
to use both policy recommendations and concrete findings (case studies)
from the IGF community.
Anyone interested in contributing can follow the instructions at:
https://www.intgovforum.org/multilingual/content/cenb-%E2%80%93-phase-iv-0
Please help us spread the word in order to receive as many contributions as
possible.
And don’t hesitate to let us know if you have any questions.
Thanks in advance!
Raquel Gatto

I’d be interested in a reality check on this story “Two Years Ago, India Lacked Fast, Cheap Internet—One Billionaire Changed All That https://www.wsj.com/articles/two-years-ago-india-lacked-fast-cheap-internet… (tell me if you need a pdf or other form).
There is still the issue of having to negotiate with a provider for each device in each place for each purpose but that’s a topic in its own right.
Great news from Argentina!

Subject: [gaia] [ICTD X] Call for Open Sessions, Doctoral Consortium, Demos, & Pre-Published Papers
ICTD 2019
Jan 4-7, Ahmedabad, India
***Call for Participation***
Open Sessions, Doctoral Consortium, Demos, & Pre-Published Papers
The international conference on Information and Communication Technologies and Development (ICTD) is organized every 12-18 months, and brings together researchers and practitioners working across domains, sectors, and disciplines to study the role of ICT in social, political, and economic development. First organized at the University of California Berkeley, USA, in 2006, the tenth ICTD is scheduled to be held at the Indian Institute of Management Ahmedabad, India, from January 4th to 7th, 2019.
At the tenth ICTD, or ICTD X at IIM Ahmedabad, the conference’s focus is on growing our community to welcome researchers from related disciplines and practitioners, and supporting young researchers of ICTD as they pursue their research trajectories. Join us via any of the following tracks below:
OPEN SESSIONS
Open Sessions will welcome a variety of submissions and formats. Submissions can include proposals for events such as panels, workshops, design jams, and more, ideally fostering dialog and participation from researchers and practitioners. The call for participation is here: http://ictdx.org/open-sessions/
DOCTORAL CONSORTIUM
We invite Ph.D. students to present their research before fellow doctoral students and experts, with the hope that this will support exchange of ideas, solicit constructive feedback from experts, develop mentor-mentee relationships, and expand collaborative research networks. The DC is an excellent opportunity for young scholars to learn about the richly diverse ICTD community as they develop their dissertation research. The call is here: http://ictdx.org/doctoral-consortium/
DEMOS
We invite participants to present ongoing projects, including researchers with significant field components, practitioners seeking community feedback, or developers with early stage prototypes. Demos should offer insights to real-world problems and/or solutions, and can include hardware, software, or physical artifacts. The call for participation is here: http://ictdx.org/demos/
PRE-PUBLISHED PAPERS
We invite papers accepted for publication at other venues over the preceding year and a half (from Jan. 1, 2017 through July 15, 2018), so that ICTD attendees can benefit from conversations happening outside the conference. Inclusion of these papers into the conference program will depend on relevance to the program and availability of slots. Accepted papers will be invited for an oral presentation. The call for participation is here: http://ictdx.org/participate/
DATES
Sep. 1, 2018: Deadline for Open Sessions, Doctoral Consortium, Pre-Published Papers

___
This Special Issue is dedicated to sustainable communication networks. On
one side, communication networks can be designed with sustainability in
mind—they can be resource-efficient, interoperable or open. On the other
side, communication networks have also the potential to improve
sustainability in other areas, such as agriculture, environmental
monitoring, health monitoring, etc. In this Special Issue, we would like to
span all these areas and show how, broadly, various types of communication
networks can be used to support a more sustainable life on Earth.
Types of communication networks of interest include, but are not limited to:
• Wireless Sensor Networks and the Internet of Things
• Opportunistic and device-to-device communications
• Infrastructure-less communications
• Pervasive and ubiquitous networking
Applications targeted include, but are not limited to:
• Supporting any of the Sustainable Development Goals (SDGs)
• Agriculture and environmental sensing/monitoring
• Crowd and participatory sensing
• Educating for the SDGs
• Interoperability and back compatibility in telecommunications
• Resource efficiency and re-usage/re-cycling
• Waste monitoring
• Pollution and waste monitoring/management
• Anti-poaching and game preservation applications

Hi all,
In light of the very positive feedback regarding the idea of developing a brief CN Manual, as a 2018 DC3 Outcome, I have prepared a DRAFT Call for Resources.
Feel free to comment on the DRAFT by 28 June, using this pad https://pad.codigosur.org/DRAFTcall_for_resources_DC3
The Call is below
All the best
Luca
IGF Dynamic Coalition on Community Connectivity (DC3)
*DRAFT* 2018 Report - Call for Resources *DRAFT*
Background:
The Dynamic Coalition on Community Connectivity (DC3) is a multistakeholder group, part of the United Nations Internet Governance Forum (IGF)<http://www.intgovforum.org/cms/dynamiccoalitions>, dedicated to promoting the discussion on community networks (CN). DC3 furthers analysis of how CNs may help create sustainable Internet connectivity while empowering Internet users. Further information regarding DC3 can be found on the IGF website<http://www.intgovforum.org/multilingual/content/dynamic-coalition-on-commun…> as well as on comconnectivity.org
Previous DC3 reports, dedicated to Community networks: the Internet by the people<http://bibliotecadigital.fgv.br/dspace/handle/10438/19401>, for the people (2017) and to Community Connectivity: Building the Internet from Scratch<http://bibliotecadigital.fgv.br/dspace/handle/10438/17528> (2016), and to are freely available under Creative Commons License.
Call:
The Dynamic Coalition on Community Connectivity, established under the auspices of the United Nations Internet Governance Forum, invites all interested individuals to submit papers describing how CN can be deployed and presenting technologies, toolkits and instruction for the concrete constructions of CNs.
This call aims at developing a brief CN manual, providing concrete guidance on:
· What low cost hardware could be used to deploy a CN
· What software and applications could be used to run a CN
· How to install and configure hardware and software
Submission Guidelines:
Only papers providing instructions, guidance or describing concrete technological solutions will be considered for inclusion in the 2018 report, even if they have been previously published.
The length of the submissions should be between 2000 and 8000 words. To facilitate the reviewing process, papers should not include author names or other information that would help identify the authors. All submission shall be in English.
Authors shall use footnotes rather than endnotes and submission should be in Microsoft Word or OpenDocument Text format.
Submissions are due on 30 July 2017. They should include the following elements:
· Title
· Short abstract (250 words)
· First draft of the submitted paper
· Author’s name, affiliation and short bibliographical note (in the body of the email)
Submissions should be sent to luca.belli(a)fgv.br<mailto:luca.belli@fgv.br>
Authors will be notified within approximately 7 days from the deadline as to the status of their contributions.
All submitted papers will be subject to peer review.
Authors will be given the opportunity to improve their contributions based on peer comments.
Selected papers will be published into the 2018 Report of the IGF Dynamic Coalition on Community Connectivity, which will be published in open access, under Creative Commons licenses.
Authors will also be invited (at their own expenses) to present their work at the annual DC3 meeting to be held at the United Nations Internet Governance Forum, from 12 to 14 November, at the UNESCO headquarter in Paris, France.
