One question: does anyone on-list know who is the contact person for Commotion?
I think it would be really excellent to include the Commotion Construction Kit in the CN Manual but, to my surprise, the CCK is not in Creative Commons License (at least this is not indicated on the material that can be downloaded). I would really appreciate any help to understand how to bring Commotion people/material in.

I wanted to share the news of the launch of the book Gobernanza y Regulaciones de Internet en América Latina.
The first two sections of the book are dedicated to infrastructure and connectivity challenges in Latin America and several DC3 members have authored some of the 29 chapters that compose the book (see chapters 2, 9, 10, 11, 12, 16 and 24)
The book is available in Open Access here http://bit.ly/IGRlatam This is the first collective work trying to explore Internet Governance and Regulations in LatAm, in Spanish, gathering opinions from academics, regulators, prosecutors, business leaders and civil society advocates. It also includes prefaces by Vint Cerf and Raúl Echeberria, and an excellent postface by Edison Lanza,
The Spanish edition will be launched at LACIGF, next week in Buenos Aires. The Portuguese version is in the pipeline and we are studying the feasibility of an English version. Will share updates about this ASAP.

I like the idea but I would propose enlarging the spectrum of video recording participants, if you agree.
There are some truly great experiences/ideas that deserve to be recounted in this coalition and I think that with very little organization (and with you help, of course) we could organize a video recording session to have a DC3 video (or a series of DC# short videos) exploring ideas and experiences on CNs by DC3 members. What do you think?
The UNESCO headquarter (and Paris in general) provide a quite nice setting and many of us will be there in November. We have time to organize some pretty cool video recording ☺
I would be very happy to participate to the recording but I would be even happier if also other DC3 members wanted to share their experiences. I think the video o videos offer a very good opportunity that is yet quite unexploited.

You are perfectly right regarding the need not to limit CN/network self-determination to marginalised areas. The commons model can fit very well into other realities indeed. However, it is also more common that those who have the initiative to build CNs, and the need to do so, are generally located in areas where connectivity is scarse or very expensive (or discriminatory/non-neutral). Hence my point was simply to highlight the bottom up nature of CNs and the fact that the unconnected can build their own connectivity even when they live in marfinalised areas. I did not me a to limit the potential dimensions or confine CNs only to marginalised communities. (Unfortunately the 13minute format of TEDtalks does not allow to explore every point in detail 😊)
As regards your comment on the fact that connectivity has a cost, you are right again but let me clarify that I was not staying the "CNs are open and free by design" to imply absence of costs but rather to stress absence of restrictions imposed by third parties.
Unfortunately the Engligh language is misleading: although the adjective is the same, I used "free" as in "free speech " rather than "free beer". So, what I meant was liberty rather than gratuity.

Few comments:
1) we should pay more attention not to marginalise ourselves in our
speeches: CNs (or self-determined networks in your case) are not
limited by nature to underserved areas. It is us (in our speeches)
that may limit them (by mistake) and this is very convenient for some
private interests.
2) in commons: the key point is how the resources are governed under
this model, not if you can join them for free or not (another think
that we have to always keep in mind in our talks is that everything
has a cost, so whatever is realised is paid in one way or another).

Yesterday, we had a very interesting and fruitful meeting at rightscon. Below a brief recap of the ideas that emerged from the discussion.
General considerations:
First, it would be interesting to dedicate the 2018 DC3 outcome to a compilation of exsiting toolkits (e.g. Mazi tooltik), instructions (e.g. Commotion), technologies (Libre Router), etc. that allow people to concretely build community networks, rather than elaborating another book.
Second, it would be good to dedicate part of the DC3 session to "let the unconnected speak for themselves" i.e. bringing into the debate people that are currently attempting to build CNs, to lat them share the difficulties they are facing and discuss with DC3 members how to solve them. Nico Pace and Leandro pointed out that there are a lot of commmunities that are attempting to build CNs that would be willing to share their experience.
Third, it would be very interesting to dedicate part of the session to discussing partnerships with stakeholders with whom we can establish unexplored cooperation. IFLA (Donna was present at the meeting) was an obvious exemple but many others can be added to the list (e.g. community radio, etc).
Lastly, (this point partly overlap with the previous one) it would be very interesting to bring into the discussion and and establish cooperation with developers of technologies that can be compelentary to the development of CN e.g. blockchain projetc (e.g. delife.io which was presented by Jan who participated to the meeting), IoT solutions developers, etc.
Important question:
Which format could be the best suited for a compilation of toolkits, etc? A specific website? A webpage of the DC3 site? Something else?
Specific considerations:
It would be very challenging to discuss all the points mentioned above during the DC3 session (even if the 90 minutes slot has been reinstored, after many participants complained about last year 60 min slot). Therefore it would be advisable to put forward a workshop proposal, besides the DC3 session.
The session DC3 could have a structure along these lines
- presentation of (at least some of) the initiatives featured in the compilation/catalogue of toolkits (40 min)
- discussion with people in their early phase of CN development to undertand the challeges they are facing (30 min)
- discussion with potential partners (20 min)
The discussion/presentation of technologies and initiatives that can compelement CN development is so broad that could be the object of a specific session.
Stavroula and Harris, from Mazi, kindly volunteered to take the lead to develop the workshop proposal (deadline 27 May) for a collaborative workshop where such initiatives/technologies can be presented.
