Dear people,
Just an update and a suggestion regarding DC3 presence/involvement in
the IGF 2016/Mexico.
Time is very short, and checking with people more closely involved with
the process indicates it is a bit late for us to try and propose a Best
Practice Forum (BPF).
However, we could indeed propose a workshop, and again time is short.
But while a BPF imposes several requisites (including the leadership or
coordination of a MAG member etc), a workshop is simpler: needs to be
multistakeholder, needs to be related to one of the main themes of the
IGF (easy), and the proposal needs to include a provisional list of
speakers and sponsoring/supporting organizations.
I do not see these as difficulties. I am attaching the proposal Nupef
did for the IGF 2015 for a roundtable (one of the workshop formats
accepted by the IGF) on spectrum at the edge. Maybe adapting it to the
more general scope of the DC3 would be a way to expedite a proposal.
If agreed, I guess we need volunteers to do the job of writing up the
proposal. Deadline (MAG does not plan to extend it): June 6th, 2016.

If the community decides to do it, I think APC (Mike?), Nupef and CGI.br
could be listed as co-organizers or supporters, as you wish. I guess it

least to comply with the formality of quoting organizations' involvement
to strengthen the proposal.

Hi c.a. I/we got it the first time. A workshop on DC3 topics would be
great. I can contribute in the writing but not lead.
Personally I could participate remotely but not travel to the event if
that helps. My contribution could be around our research on
organisational and sustainability models for several community networks
but mainly guifi.net (along the lines of this work:

Regarding sponsoring/supporting orgs we can count on the netcommons.eu
project (6 academic orgs in Europe) looking at community networks (as

I agree it would be important to hold a workshop during the next IGF.
It's the first IGF edition since we started with the DC3.
Maybe after this we can decide if a BPF makes sense for the future or not.
Do we already know whom of us will be traveling to Mexico for the IGF?
We also need to assess what are the travel funding possibilities we
have. In our case (AlterMundi), we are willing to participate but we'll
need to cover the airfare somehow.

Hi all,
Below, some ideas regarding the IGF.
a) Workshop proposal. Very happy to participate, help drafting and even being a
co-organiser (as CTS/FGV). My proposal is to try some sort of catchy title. For instance
“Community Connectivity or How to Sustainably Connect the Unconnected” of something along
these lines. I am gonna add the title proposal on the pad shared by Nico (thanks Nico for
creating the pad!)
b) DC3 Session. The deadline to provide your comments on the draft DC3 Call for Papers
is on 20 May.
I will share the consolidated version next week, so that we can circulate it via our
networks. Everyone is invited to participate to the CfP submitting short papers describing
your projects etc. (Note that having a paper to present at the IGF is usually a very good
argument when looking for grants to attend the IGF)

c) Best Practice Forum. I had an email exchange with the IGF Secretariat and it may be
difficult to establish a BPF in a couple of weeks due to many requirements, amogst which
MAG approval that, apparently, are necessary. (see IGF Secretariat’s explanation below)
However, this does not mean that we cannot compile good practices. Indeed we can use the
IGF website platform for DC outcomes development that was already used last year (see
http://review.intgovforum.org/igf-2015/dynamic-coalitions/ ) to compile good practices on
CN. One of our main goals is indeed to compile good practices. The result would be exactly
the same and we can start with to need for MAG approval! ;)

BPF explanation from the IGF Secretariat:
-Topics for BPFs arise from discussions among the MAG, generally during their first
face-to-face meeting in the annual IGF cycle.
-During the discussion, suggestions are fielded from the floor and they do not necessarily
have to come from MAG members (MAG meetings are all open to non-members). But they do have
to have loose MAG consensus and approval from the Chair in order for their moving forward
to be "formalized" and for the BPF to be established.
-This is quite important: a focal point from the Secretariat, a staff member or consultant
hired by UNDESA for that purpose, always holds the pen on a BPF output. The contributors
to the BPF are varied - they are experts on the topic from any stakeholder group - but the
task of writing a final draft and cobbling together inputs/contributions rests with the
Secretariat. There has been an established practice of appointing a MAG coordinator for
each BPF and they act as a co-organizer and help rally the experts. But this of course is
voluntary work, whereas the production of the written output has either a salaried staff
member or one-time paid consultant behind it.
-Although this may change in the future, BPF work until now has followed the cyclical,
annual IGF timeline. So in effect, work is supposed to start at the beginning of the year
and culminate with the annual meeting.

Thanks for this. I just wanted to clarify that we are going to compile good practices on
CN using the IGF platform but, as I pointed out in my email of 18/5, this compilation
cannot be officially considered as a Best Practice Forum, because the establishment of a
BPF requires several bureaucratic requirements that cannot be fulfilled at this stage. (I
am copying below the IGF Secretariat explanation on BPF)
We can use the IGF website platform for DC outcomes to compile best practices but the
compilation will be classified as a DC outcome rather than a BPF outcome.

Whom of us will be actually attending the IGF in México?
At APC there's a proposal to have a Discotech this year focused on
"hardware/software/regulatory solutions for challenging dominant models
of network infrastructure ownership and control"
Discotech "is an event APC and partners convenes every year at the
IGF, but not as an official IGF event."
This has not been decided but it's a possibility. Our
workshop/roundtable during the IGF I believe should be related in some
way to this. I guess we'll be more or less the same people in both events.
So, it's important to know who's planning to go and who is willing to
participate in the roundtable. Please write your names in the pad:

I have a suggestion. I think we as DC3 should start developing some sort of
framework for setting-up or starting-up community networks, this to
encourage future deployments, I think we have many different approaches
here in the coallition and we should concentrate them into an initial
framework, so it could be easier for new organizations to now where to
start, maybe this workshop could be the begining of that work.
Do you think it's appropriate?

Good idea to coordinate with APC's DiscoTech.
It would be excellent to have a private sector and a gov speaker amongst the panellists.
Some software or hardware company would be excellent as private sector speaker.
Perhaps we could invite some start-up/company based in Guadalajara (which is a quite
developed tech hub)?
Any suggestions?
I can invite some former colleague of the Council of Europe as a gov speaker (unless

Dear all, I've just included my name along with 3 other co-authors that
might be present at IGF to contribute with the workshop. We are all in
the same position of looking for travel funding.

At APC there's a proposal to have a
Discotech this year focused on
"hardware/software/regulatory solutions for challenging dominant models
of network infrastructure ownership and control"
Discotech "is an event APC and partners convenes every year at the
IGF, but not as an official IGF event."
This has not been decided but it's a possibility. Our
workshop/roundtable during the IGF I believe should be related in some
way to this. I guess we'll be more or less the same people in both events.
I support coordinating with Discotech

and it might be productive to have them participate in the discussion.

The Mexican government (IFT) will be an interesting participant too. They have provided
licenses for community networks. Other countries can learn from that.

Hi, I think we can involve the ongoing netcommons.eu research project
that I am involved. I'll need a few days to discuss it with the other
partners.
I think we can include the guifi.net Foundation (Roger in cc) as
co-organizers. Any of us (including me) from guifi.net can participate
and present its organizational, sustainability model and the regulation
framework.
We're currently organizing this event in June 17 that could relate the
IGF proposal:

Its focus is more on the European context, but the lessons learned could
be fed into the event and complement the view from a global perspective.
