*Group: Inclusivity*
· Inclusivity is a broad issue: Gender, territorial, Language
· Gender: Cultural constrains in general is noted; needs to be a
deepening of understanding of power relationships and roles of different
members of society in each region
· CN definition to help people realise if they need to be part of the
process
· Energy on putting action on sensitive groups – to empower
marginalised people in more roles
· Technologies that can be made your own has an important role e.g.
Alta Mundi
· As a collective of CNs – need to reflect more on what it means to
be more diverse and inclusive
· Actions must be undertaken as close to the ground as possible e.g.
local content process
· Regional diversity: No representation of the Asia-Pacific region –
must be addressed; note several examples from this region in GisWatch
· Language diversity: Regional discussions are very important;
therefore work at the regional level – before global level; noted that
Francophone not represented – must be addressed; See Alta Mundi translation
project – where communities undertook translation.
· Race is also an issue to be addressed

· Work at national and regional level to obtain access to fibre and
spectrum – provide exemplars (write up cases) as to how this can be done
for others to learn from
· Similarly access to USFs – which must be more flexible in what they
fund e.g. skills development, tech development
· Spectrum Access: Has to be taken to regulators and a wider
community of stakeholders; therefore need to provide some information pack
in this regard
· Access to backhaul: Bring cases that can demonstrate benefits of
access; try to make governments look good in the process;
· Select best practice cases from different countries and provide
such info to government
· Problem of treating first nations as a country within a country
must be addressed
· GisWatch / or continuation can be used for advocacy purposes

Hi all,
According to what has been shared so far, 10 out of 14 CNSIG member organizations will be represented in the IGF. This is a great opportunity to have a CNSIG meeting.
Should we define an agenda of matters we sould like to discuss in person?
And also, it would be great if everyone could share in what panels/workshops you will be presenting.
I'll start; according to the preliminary schedule[1] I'll be part of:
- "DC on Community Connectivity" session (11:20 - 12:20 Salle VII, Nov. 12)
- "WS 279: Investment Strategies to Scale Community Networks" (9:00 - 10:30, Salle IV, Nov.14)

Although some of you already know, I realized that we've missed to
inform at this list on this. I've to write here more often!
After many years dealing with multiple controversies at "domestic" level
in Spain, we thought that is time to raise this up to International
levels, so we recently we formally asked for assistance at the European
Ombudsman, and for that purpose, we elaborated a report (attached). A
part of this there are several megabytes of information that can't be
attached in an email, providing evidences of dozens of cases.
We think is important to fight this not only at domestic level but also
to international levels for two important reasons:
1. Although the examples we provide are fro Spain, we all know that the
described or similar practices are also often globally used against
CN. (International laws not being enforced at domestic levels,
clientelism, conflicts of interest, overbuilding & hoarding in a few
hands while many unattended, etc...).
At the end of the day conceptually is the same fight as the
spectrum, but extended to other subjects.
2. It's so difficult to fight at local level when actually who fails
and we are denouncing at the same time is the judge. Fight for
corruption against well established cartels or local authorities
doing maladministration requires to be able to go to international
bodies.
Today at the meeting with the MEP's from the EU Parliament, they
suggested to send the report not only to the Ombudsman, but also to the
EU Commission or the EU Parliament. When some days ago we wto the EU
office in Barcelona to formally give the complaint in person, some
colleagues from Europe came with us. That was great, so could be a good
idea to check is we can add cases from abroad (not only EU) thus
reinforcing the argument that this should be considered not only
domestic affairs but also a global problem, or signatures from CNs or
orgs from other countries giving support.
So please, those of you who can document other cases, or just willing to
give us support either at personal or org level, tell us!

The CNSIG meeting will occur the 15th starting at 9AM and ending at noon.
In the afternoon we will have an open meeting with other people that are
related to Community Networks issues in the same location.
Our proposed meetig agenda so far:
- what is the role of our Trusted Advisors, how do we invite them to get
more involved in the CNSIG?
- LAC Summit document[1]. Does the global CNSIG wish to discuss and/or
support the document?
- Regional CNSIG groups. We have created the LAC CNSIG group, Sol is
working on the African group. Does it make sense to create similar
initiatives for other regions? How do regional groups integrate with the
global CNSIG.
- Global Community Networks summit. Do we want to be in charge of such
an event? Who can help make it happen? ISOC will very probably provide
funding during 2019.
- Why have we created the CNSIG and what do we want to do with it?
- Update of the work that we have done until now.
- Sol would like to share about the African base CNs, the communication
channels that could be most effective and the relation to the CNSIG.
- Appropriation of the community network narrative and avoiding to
become "cheap labor" for "connecting the unconnected" to Facebook and
Google's servers.
Matters that we consider to be more general and less directly related to
the CNSIG can be discussed in the afternoon in the open meeting.
