*Report back session *
*Group : CN Summit*
· Use pf the declaration and its purpose
· How to get everyone involved
· Levelling the playing field
· Need an oversight committee for preparatory process
· Must be a bottom up from regions to global
· Focus on commonalities
· Build on previous initiatives
· Gathering needed before the summit of the CNs – spaces to
accommodate local circumstances
· Risk – stress in the process may backfire
· Should not start with a blank page – but needs a framework document
to be setup
· Wireless international group is already meeting – need to ensure
their inclusion
· Role of woman to shape the process
*Group: Inclusivity*
· Inclusivity is a broad issue: Gender, territorial, Language
· Gender: Cultural constrains in general is noted; needs to be a
deepening of understanding of power relationships and roles of different
members of society in each region
· CN definition to help people realise if they need to be part of the
process
· Energy on putting action on sensitive groups – to empower
marginalised people in more roles
· Technologies that can be made your own has an important role e.g.
Alta Mundi
· As a collective of CNs – need to reflect more on what it means to
be more diverse and inclusive
· Actions must be undertaken as close to the ground as possible e.g.
local content process
· Regional diversity: No representation of the Asia-Pacific region –
must be addressed; note several examples from this region in GisWatch
· Language diversity: Regional discussions are very important;
therefore work at the regional level – before global level; noted that
Francophone not represented – must be addressed; See Alta Mundi translation
project – where communities undertook translation.
· Race is also an issue to be addressed
*Group: Policy *
· Work at national and regional level to obtain access to fibre and
spectrum – provide exemplars (write up cases) as to how this can be done
for others to learn from
· Similarly access to USFs – which must be more flexible in what they
fund e.g. skills development, tech development
· Spectrum Access: Has to be taken to regulators and a wider
community of stakeholders; therefore need to provide some information pack
in this regard
· Access to backhaul: Bring cases that can demonstrate benefits of
access; try to make governments look good in the process;
· Select best practice cases from different countries and provide
such info to government
· Problem of treating first nations as a country within a country
must be addressed
· GisWatch / or continuation can be used for advocacy purposes

Dear Colleagues,
You're probably aware of the fact that ISOC sold .org to Ethos Capital
(I was just reading the transcript):
https://higherlogicdownload.s3.amazonaws.com/INTERNETSOCIETY/9326b863-2164-…)
What seems relevant for CNSIG is that one of the arguments used to
justify the transaction was "connecting the unconnected":
"Gonzalo Camarillo: So this actually allows us to fulfill the mission,
which I think has been stated several times. It's very wide and when it
comes, for example, with connecting the unconnected, we are talking
about like 4 billion people that could be basically positively affected
with this". (p.26)
Maybe it would be opportune for the CNSIG to organize it better in order
to demand funds/programs more specifically designed to CN goals (I take
this moment to congratulate Sarantaporo!). What do you think?
all best,
Thiago
Hi everyone.
We have received this e-mail from ISOC.
The most important part is the need to elect our officers for the next term.
Should we set up a mumble call soon to talk about this?
Cheers,
Nico

Dear CN SIG leaders,
Now that the Chapter/SIG performance evaluations are complete, I wanted
to touch base and discuss the – What next.
As you may have read from Christine’s email on the chapter delegates
list, you now have until end of April to bring your SIG back from
“pre-rejuvenation” to “in good standing”.
For your SIG, You did not meet the minimum criteria requirements of;
* Activity plan shared
* Elections done and uploaded.
Please work on these before end of April and should you need my help,
please do not hesitate to reach out.
Kind Regards,

FYI: An update from Melanie Dulong de Rosnay over the printed version of
the netCommons project finale - a booksprint held at a monastry in Vic,
Catalonia that produced an interdisciplinary book & guide through the
all the territories to consider when seeding and ensuring sustainable,
local, autonomous networks.
Hope the printed version is released soon.
Adam.

Dear netCommons colleagues,
I hope the list is still working, just to share Luca's news on CNs
policy recognition, and to confirm that we are still eagerly waiting for
the printing of the book.
After lots of editorial work last spring and summer and fall, the PDF
with beautiful images can be downloaded
(https://netcommons.eu/?q=news/release-netcommons-hands-guide-community-netw…)
since right before Christmas, and except a few tweets, we were planning
to wait for the print to arrive to do some promotion - the print still
hasn't arrived and we are still completely unaware of how long it will
take...!
Hope everybody is doing well,
All the best,

Sujet : [netsociety] Excellent News for Brazil, the IGF and Community
Networks

Dear colleagues,
I would like to share some excellent news from Brazil, that has also a
very positive impact on the IGF and its work.
The Brazilian Telecoms Regulator ANATEL has explicitly and officially
recognized Community Networks as an option for Internet access in Brazil
and, while doing so, and explicitly mentions (and links) “The Community
Network Manual” (2018 outcome of the IGF Dynamic Coalition on Community
Connectivity) in the rational for this decision.
https://www.anatel.gov.br/setorregulado/component/content/article/2-uncateg…
This is, to date, the biggest country on hearth explicitly recognising
the value of CNs. The creation of CNs in Brazil was already possible, as
simplified ISPs, since 2017 (see our study here on CN in Latin America
here
https://www.internetsociety.org/resources/doc/2018/community-networks-in-la…
) but this is the first time ANATEL officially uses the CN terminology
providing both legal and technical guidance (using the CN Manual!) on
how to create them.
This is not only important for Brazil but also represent another*piece
of concrete evidence that the IGF is not a mere talking shop and when
people want to use the IGF process to produce meaningful outcomes, they
can. And, importantly, IGF outputs can have real impact on digital policies.
My sincerest congratulations to ALL those who dedicated time to
development and use of the CN Manual, particularly the members of the
IGF Dynamic Coalition on Community Connectivity that are on on this list!
All the best
Luca
