*Group: Inclusivity*
· Inclusivity is a broad issue: Gender, territorial, Language
· Gender: Cultural constrains in general is noted; needs to be a
deepening of understanding of power relationships and roles of different
members of society in each region
· CN definition to help people realise if they need to be part of the
process
· Energy on putting action on sensitive groups – to empower
marginalised people in more roles
· Technologies that can be made your own has an important role e.g.
Alta Mundi
· As a collective of CNs – need to reflect more on what it means to
be more diverse and inclusive
· Actions must be undertaken as close to the ground as possible e.g.
local content process
· Regional diversity: No representation of the Asia-Pacific region –
must be addressed; note several examples from this region in GisWatch
· Language diversity: Regional discussions are very important;
therefore work at the regional level – before global level; noted that
Francophone not represented – must be addressed; See Alta Mundi translation
project – where communities undertook translation.
· Race is also an issue to be addressed

· Work at national and regional level to obtain access to fibre and
spectrum – provide exemplars (write up cases) as to how this can be done
for others to learn from
· Similarly access to USFs – which must be more flexible in what they
fund e.g. skills development, tech development
· Spectrum Access: Has to be taken to regulators and a wider
community of stakeholders; therefore need to provide some information pack
in this regard
· Access to backhaul: Bring cases that can demonstrate benefits of
access; try to make governments look good in the process;
· Select best practice cases from different countries and provide
such info to government
· Problem of treating first nations as a country within a country
must be addressed
· GisWatch / or continuation can be used for advocacy purposes

Well, the last question complicated things a bit, since we have 4
persons interested and not yet decided who the 3 representatives will be.

Federation of non-profit community ISPs
Created in 2010 starting from the oldest active French ISP (FDN, founded
in 1992) when, instead of growing in numbers, it was decided that it
would spread and create other like-minded ISPs.
We are now around 30 community ISPs gathering more than 4000 persons.
We operate through wifi bridges, telephonic lines (state-owned but with
a public service obligation), and fiber. Our different ISPs

Volounteering, non for profit, solidarity, democratic functioning,
community networks,
participatory network governance, network regulation, fiber access
networks, network neutrality, regional digital planning, freedom of
speech on the internet, knowledge sharing.
FFDN and the ISPs member led several judicial actions in order to have
the judicial power censor some laws that they considered as liberticide,
regularly replies to the telecommunication regulator requests for
comments, tries to influence the legislative process by bringing the
voice of those who need internet access as a right and not as a market
product.

as the time approaches to make arrangements for the 14th IGF I would like
to start a discussion about the proposed dates to be there, as well as the
CN-related events that will take place. The IGF will take place from 25 -
29 of November in Berlin.
Are we going to plan for a CNSIG meeting afterwards, i.e. on the 30th?

new platform that we believe will be really useful for you:

For some time we have been discussing in many spaces how we can better
share this path of community networks. Several spaces came up in those
conversations (for example, WhatsApp groups or mailing lists).

contribute collectively to the public exchange of experiences. The aim
is to help build up a collaborative movement around community networks.
This space is meant to facilitate a type of central and open place for
conversations to happen. Currently, these chats are taking place either

is meant to bring those discussions together and make it easy to follow
up on conversational threads – we can definitely move forward better and
in a more coordinated way! That is why we are inviting you all to join
