I've added one question (observation) on Policy and Regulation:
"ISOC has been defending the following strategies to facilitate
community networks access to spectrum: "through innovative licensing
solutions, such as social-purpose licensing, license exemptions,
unlicensed or “license free” use, secondary use and dynamic spectrum
sharing, and secondary market transactions". The first ones suggest a
more secure legal environment for the development of community network
iniciatives, in contrast to secondary use and secondary market
transactions, based on a market oriented spectrum management. Should we
prioritise a human rights agenda or a market-driven environment?"
