Sounds like a hardware issue with mt76. This is a good reason to track
OpenWrt closer. mt76 has pretty big improvements recently heading into
the 20.12 release. See
https://github.com/openwrt/mt76/, which OpenWrt
tracks in newer releases.
None of those improvements to mt76 get into
https://github.com/openwrt/openwrt/commits/openwrt-19.07 -- afaict you
only get backports for things that are really broken, security or
non-booting-device-wise.
The most recent updates for 19.07 mt76 seem to be
https://openwrt.org/releases/19.07/notes-19.07.3 -- 20 May 2020.
