Personally I don't think a forum is better than a
mailing list, but to
have it in addition to the mailing list and synced wouldn't harm, it
could be done.
But please consider that setting up and maintaining (updating,
hardening, checking the hardware for failures, backups, anti-spam
filters...) services requires a lot of human energy.

it's easy to ask, when I am not volunteering
on anything...
As a short-term experiment I would focus on the wiki request we had on
lime-users a few days ago, maybe that could gather more knowledge from
the users and solve partially the problem you indicated.
