Now that the Chapter/SIG performance evaluations are complete, I wanted
to touch base and discuss the – What next.
As you may have read from Christine’s email on the chapter delegates
list, you now have until end of April to bring your SIG back from
“pre-rejuvenation” to “in good standing”.
For your SIG, You did not meet the minimum criteria requirements of;
* Activity plan shared
* Elections done and uploaded.
Please work on these before end of April and should you need my help,
please do not hesitate to reach out.

FYI: An update from Melanie Dulong de Rosnay over the printed version of
the netCommons project finale - a booksprint held at a monastry in Vic,
Catalonia that produced an interdisciplinary book & guide through the
all the territories to consider when seeding and ensuring sustainable,
local, autonomous networks.

I would like to share some excellent news from Brazil, that has also a
very positive impact on the IGF and its work.
The Brazilian Telecoms Regulator ANATEL has explicitly and officially
recognized Community Networks as an option for Internet access in Brazil
and, while doing so, and explicitly mentions (and links) “The Community
Network Manual” (2018 outcome of the IGF Dynamic Coalition on Community
Connectivity) in the rational for this decision.

This is, to date, the biggest country on hearth explicitly recognising
the value of CNs. The creation of CNs in Brazil was already possible, as
simplified ISPs, since 2017 (see our study here on CN in Latin America

) but this is the first time ANATEL officially uses the CN terminology
providing both legal and technical guidance (using the CN Manual!) on
how to create them.
This is not only important for Brazil but also represent another*piece
of concrete evidence that the IGF is not a mere talking shop and when
people want to use the IGF process to produce meaningful outcomes, they
can. And, importantly, IGF outputs can have real impact on digital policies.
My sincerest congratulations to ALL those who dedicated time to
development and use of the CN Manual, particularly the members of the
IGF Dynamic Coalition on Community Connectivity that are on on this list!

we are thrilled to share some very good news with all of you.
Sarantaporo.gr community network has been awarded the first prize at the
European Broadband Awards 2019! (

This is an exciting moment for us, but also, we believe, an exciting moment
for CNs around Europe and around the world.
Our proposal received a score of 9,8 out of 10. What made a big difference
was our focus in digital literacy and skills building. This is a
characteristic of CNs that one does not find in telecom operators. And it
makes all the difference, in adding the word "meaningful" to connectivity.
It started with guifi.net being awarded at the first EBA in 2015 as the
best innovative model of financing, business and investment. Today
Sarantaporo.gr has received the first prize as the best example of demand
generation and take-up of connectivity. European Commission could not have
put it more clearly that it is counting on CNs to achieve its connectivity
goals. In the words of Franco Accordino, DG Connect Unit Director, at the
closing of B-Day:
"We need to build an EU that works for people. The Greek example creates a
strong message to support community connectivity in Europe [..] In EU we
don't have the "garages", but we have the local communities which can
innovate, through connectivity."
Dear friends,
We welcome this victory of ours as a victory of our local community, but
also as a victory of the Community-Networks-way of connecting people. At
the IGF in Berlin it was acknowledged that CNs are indeed an established
approach to connectivity when it comes to connecting remote areas or
providing affordable, meaningful connectivity for all. We thus believe that
this is a time of profound recognition of CNs as important stakeholders in
connecting the unconnected across Europe and the world and we should
leverage this momentum that is building up.
We hope you will all celebrate this victory with us as a common
achievement, which hopefully contributes in bringing at a new level the
discussion about the future of CNs in connecting the unconnected.

Greetings to all,
I have recently returned from a trip to NYC, where I had the opportunity to
speak with Dhanaraj Thakur, Research Director at the Web Foundation, about
the foundation's "meaningful connectivity" campaign (
https://a4ai.org/raising-the-bar-for-internet-access-introducing-meaningful…).
When I came across this campaign it seemed kind of odd that they define
"meaningful connectivity" in technical terms only, so and I pursued a
meeting with Dhanaraj to discuss on their project and explore possible
synergies with Community Networks.
In short, there is a problem with how we currently define Internet
connectivity: when we say that 50% of the global population is online we
are also counting people who have been online once for the past three
months from any device. This is actually far from being usefully connected.
Thus, the web foundation is making an attempt to describe how a "meaningful
connectivity" should be measured, by defining four metrics: right speed,
adequate device, enough data and frequent connection. To this end they have
drafted a measurement framework (https://a4ai.org/meaningful-connectivity/)
which they are currently testing in an ongoing research in Uganda,
Indonesia, Ghana and Colombia.
The idea proposed from my side was for the Web Foundation to work with CNs
around the world to test the framework in a community network environment.
This can provide powerful insights to their approach and at the same time
offer us a potentially useful tool which we can apply for our impact
measurement. At the same time we will have the opportunity to speak about
"meaningful connectivity" in terms of empowering local communities to make
the most out of telecommunications technology. In any case I think it will
be a strong use case with a potential to promote global visibility for all
the involved stakeholders.
Dhanaraj was enthusiastic about this and very warm on taking it forward.
Although as we speak the Web Foundation does not have the financial
resources for such a project, Dhanaraj seemed confident that we can manage
to raise some funds through a common proposal.
Some representatives of the Web Foundation will be participating in the
imminent IGF in Berlin. I think it is a very good opportunity to set up a
meeting with them and discuss about this further.

Letting you know that we have just launched our new Zenzeleni community
networks website http://zenzeleni.net/. Developed with a lot of love, care
and hard work.
Currently it is focused on core communications needs of Zenzeleni as a
collective of Zenzeleni Cooperatives and the Zenzeleni non for profit
company, where content speaks to a wide set of stakeholder to clarify basic
information and to call for partnerships (hence it's in English).
In future we hope to fill it with content produced for and by our
communities in isiXhosa and other South African local languages, also aiming
to incorporate videos, text and audios to creating a resource rich site with
local content.
